Resumo: This paper evaluates the regulatory model of the Brazilian telecommunication sector, presenting some explanations for the potential financial crisis of its major companies. Telephone companies declare that their low profitability is due to the regulatory model. In spite of the coherence of analysis among the main telecom sector players, there are multiple alternative solutions to this dilemma. This paper discusses the risks involved in some of these options for reforming the telecommunication regulation model. The major conclusion is that different regions characterize different telecommunications markets and require different regulatory models. Thus, there is no single model capable of dealing with the regional disparities in this sector and their specific needs.

Tais disputas devem se desenrolar até a renovação dos contratos de concessão em meados de 2006, mas os argumentos já começam a ser apresentados. Este artigo avalia omodelo de regulação do setor de telefonia fixa no Brasil e apresenta algumas explicações para a potencial crise financeira de suas principais empresas. As operadoras de telefonia fixa afirmam que a baixa rentabilidade auferida por seus ativos decorre do modelo regulatório a que estão submetidas. Embora esse diagnóstico seja relativamente consistente entre os diferentes atores, as alternativas para tal dilema são múltiplas. Neste artigo será discutido o risco associado a algumas dessas opções de reforma do modelo de regulação desse setor. Nesse processo, a principal conclusão sobre o presente dilema do setor de telecomunicações é que as diferentes regiões do Brasil caracterizam diferentes mercados para a telefonia e requerem diferentesmodelos regulatórios. Portanto, não há um modelo único capaz de atender às disparidades regionais para esse setor e suas demandas específicas.
