The purpose of this article is to analyze the need for social control in face of the irresponsible management of the State. Proposals for political reforms appear daily promising a larger state responsibility, but little is said about strengthening independent social control. This paper addresses the construction of citizenship through human rights, the idea of social control, accountability and transparency and also the need for political reform. The methodology adopted was composed by the method of comparative dialectical approach, considering that the conclusion was sought from the debate between several theoretical positions, and by the procedure of the bibliographic research, presenting selected authors according to the proposed theme. As a conclusion this paper pointed out the social control as the only mechanism capable of confronting rulers with no commitment to the population.
