Esse objetivo ocorreu a partir da constatação de que, dentre as pesquisas voltadas ao fenômeno do populismo, ainda são verificadas poucas análises comparadas referentes a uma característica observada em diversos projetos populistas atuais: a oposição a direitos relacionados à diversidade sexual e de gênero. Para atingir esse fim, o trabalho teve início com uma análise teórica crítica acerca da questão metodológica no direito comparado, a qual permite a apresentação e a justificativa da adoção do método comparativo utilizado, qual seja a abordagem culturalista de Pierre Legrand. Dando continuidade à parte teórica da pesquisa a partir dos estudos de Jan-Werner Müller, Tom Ginsburg e Aziz Huq, o capítulo seguinte é voltado para a investigação dos elementos constituintes do populismo e para a forma como ele se relaciona com o processo de erosão democrática. Nesta parte, o trabalho também apresenta a configuração de um tipo de populismo particularmente problemático às pautas LGBT: o populismo conservador. Em seguida, é feito um estudo comparado sobre casos de populismo conservador no mundo e a forma como as agendas anti-LGBT são estruturadas nesses projetos. Nesse panorama global, é possível identificar os casos de Vladimir Putin e de Jair Bolsonaro, a partir dos quais é possível analisar a construção dos discursos populistas anti-LGBT e a conversão – ou tentativa de conversão – desses discursos em medidas normativas relacionadas a direitos. Essa análise final leva em conta fatores teóricos e contextuais apresentados no decorrer do trabalho e, sobretudo, a forma como a relação entre populismo conservador e agendas anti-LGBT no Brasil e na Rússia são condicionadas ao nível de erosão democrática em cada um dos dois países.This master’s thesis aims to conduct a comparative study on the relationship between conservative populism and anti-LGBT agendas in the context of the governments of Vladimir Putin in Russia and Jair Bolsonaro in Brazil. This objective came about from the observation that, among the researches on populism, there is still a need for comparative analyses focused on a characteristic observed in several populist projects: the opposition to rights related to sexual and gender diversity. To achieve this objective, the thesis firstly presents a critical theoretical analysis concerning the methodological issue in comparative law. In this analysis, the comparative method adopted in the research, namely, the culturalist approach conceived by Pierre Legrand, is presented. The following chapter, based on the studies of Jan-Werner Müller, Tom Ginsburg, and Aziz Huq, investigates the elements that characterize populism and why this phenomenon is related to the process of democratic erosion. In this part, it is also presented what configures a type of populism that is particularly problematic to LGBT rights: conservative populism. The research then focuses on several cases of conservative populism around the world and how anti-LGBT agendas are structured in these political projects. In this global panorama, it is possible to identify the cases of Vladimir Putin and Jair Bolsonaro and to analyse the construction of their anti-LGBT populist discourses and the translation – or attempted translation – of these discourses into normative measures.
