Entre os conceitos de eficiência do gasto público está a eficiência técnica, que é aquela eficiência responsável pela maximização dos resultados levando em consideração determinada quantidade de recursos disponíveis. E diante da importância e representatividade no cenário nacional dos gastos públicos, este trabalho propõe avaliar o nível de eficiência técnica do gasto público dos municípios da microrregião de Varginha-MG. A metodologia utilizada é a análise de fronteira estocástica. Foram utilizadas como variáveis de análise: Indicador de Desempenho Agregado (DSP) das áreas de Educação e Cultura, Gasto público em Educação e Cultura e a proporção destes gastos com relação ao gasto total dos municípios, número de habitantes, PIB (Produto Interno Bruto) per capita, taxa de urbanização, e gastos com pessoal. A partir das análises realizadas, observou-se, pelos desvios padrão, que os valores dos DSP’s de cada município não se distanciam da média da microrregião. O modelo de fronteira estocástica mostrou que a variável representativa do gasto absoluto e do PIB influenciam negativamente o DSP. Entretanto, as variáveis ditas populacionais, o número de habitantes e a taxa de urbanização dos municípios, apresentaram um resultado diretamente proporcional. Os resultados demonstram que os gastos dos municípios não necessariamente estão indo para obtenção dos melhores resultados, ou seja, não há aplicação de maneira eficiente. Espera-se que o estudo realizado possa permitir o aperfeiçoamento na condução da aplicação dos recursos públicos por parte dos gestores municipais.Studies on the efficiency of the public sector have been increasingly present in academic work. The concepts related to the efficiency of public spending stand out in this scenario, since they refer to approaches about the correct allocation of public resources and the economic and social development of society. Given the importance and representativeness of the national scenario of public spending, this paper proposes to evaluate the level of efficiency of public expenditure in the municipalities of Varginha microregion. The methodology used is stochastic frontier analysis. The following variables were used as analysis variables: Aggregate Performance Indicator (DSP) of Education and Culture, Public Expenditure on Education and Culture, and the proportion of these expenditures in relation to total expenditure of municipalities, number of inhabitants, GDP (Gross Domestic Product) Per capita, rate of urbanization, and personnel expenses. Based on the analyzes, it was observed, by standard deviations, that the DSP values of each municipality do not differ from the average of the microregion. The stochastic frontier model showed that the representative variable of absolute expenditure and GDP negatively influence DSP. However, the population variables, the number of inhabitants and the urbanization rate of the municipalities, presented a directly proportional result. The results show that municipal expenditures are not necessarily directed towards obtaining the best results, that is, they are not being applied efficiently.
