Considerando que há um padrão de adoção de coalizões para tentativa de governabilidade e implementação de agendas governamentais nos Estados brasileiros, este trabalho consiste em um estudo de caso em que o chefe do Executivo se elegeu com um discurso anticoalizão. A partir da análise do relacionamento entre o governador de Minas Gerais, Romeu Zema (Novo), e a Assembleia Legislativa de Minas dentro do mandato 2019-2022, propusemos um debate sobre as ferramentas possíveis e os resultados alcançados por governantes que descartam a possibilidade de arranjos que integram parlamentares às equipes de governo. Mostramos que, a depender da agenda e do cenário, o governo consegue implementar pelo menos parte do que foi proposto sem o apoio do parlamento e sem usar seus poderes legislativos. No entanto, esse avanço, que está relacionado à agenda administrativa, tem um limite.The aim of this dissertation is to contribute to studies on the relationship between the Executive and Legislative branches in subnational governments in Brazil. Considering that there is a pattern of adoption of coalitions to attempt governance and implementation of government agendas in Brazilian states, we bring in this work a case study in which the chief executive was elected with an anti-coalition speech. From the analysis of the relationship between the governor of Minas Gerais, Romeu Zema (Novo) and the Legislative Assembly of Minas within the 2019-2022 term, we proposed a debate on the possible tools and the results achieved by rulers who discard the possibility of arrangements that integrate parliamentarians into government teams. In this work, we will show that, depending on the agenda and the scenario, the government manages to implement at least part of what was proposed without the support of parliament and without using its legislative powers.
