Esse setor é representando pelos fabricantes de filtros, purificadores de água residenciais e bebedouros. O primeiro equipamento comercializado no país para essa finalidade foi o filtro de barro, criação brasileira, que uniu talhas de cerâmicas produzidas pelos indígenas, às velas (elementos filtrantes) trazidas da Europa pelos imigrantes. Essa tecnologia foi aprimorada e novos modelos surgiram para suprir a necessidade da população, que carecia de aparelhos com um melhor design e de sistemas de refrigeração, além de equipamentos que promovessem uma melhor filtração. Até o ano de 1998 não existia regulamentação para esses equipamentos. Entretanto, a divulgação na mídia das não conformidades dos produtos comercializados no País, evidenciados por testes do INMETRO, fez com que os fabricantes do setor buscassem a criação de normas técnicas e regulamentações com as entidades responsáveis (ABNT e INMETRO, respectivamente) como alternativa para restituir a confiança da eficácia de seus produtos. Esse movimento se iniciou em 1999 com a união dos principais fabricantes, com o objetivo de se organizarem de tal forma, que fosse possível alcançar esse propósito com agilidade e eficiência. Tais ações resultaram na criação de normas ABNT e portarias do INMETRO, que mudaram toda a estrutura outrora estabelecida. As principais mudanças para os fabricantes foram o estabelecimento de um Sistema de Gestão da Qualidade (SGQ) impositivo aos fabricantes, que precisaram adequar todos os seus processos organizacionais e produtivos, além de auditorias e testes laboratoriais periódicos, que passaram a atestar a qualidade e segurança dos processos produtivos e dos produtos. Os resultados mostraram que, por um lado, essas novas exigências aumentaram a qualidade dos aparelhos, mas, por outro, aumentaram os custos das indústrias, o que, por sua vez, fez com que apenas os fabricantes que possuíam capacidade de investimento em pessoal qualificado, processos organizacionais e na melhoria dos produtos se mantiveram no mercado.The objective of this work was to analyze the coevolution between government regulations and the organizational responses of the water quality improvement sector in Brazil. The manufacturers of filters, residential water purifiers and drinking fountains represent this sector. The first equipment sold in the country for this purpose was the "clay filter", a Brazilian creation, which combined the clay jar produced by the indigenous people to the filtering device brought from Europe by immigrants. This technology was improved and new models have emerged to meet the needs of the population, who demanded appliances with a better design and cooling systems, as well as equipment that promoted better filtration. Until 1998, there was no regulation for this equipment. However, the disclosure in the media of the non-conformities of the products sold in the country, evidenced by INMETRO tests, made the manufacturers of the sector to seek the creation of technical standards and regulations with the responsible entities (ABNT and INMETRO, respectively) as an alternative for restoring confidence in the effectiveness of their products. This movement started in 1999 with the union of the main manufacturers, with the objective of organizing themselves in such a way that it was possible to achieve this purpose with agility and efficiency. Such actions resulted in the creation of ABNT standards and INMETRO ordinances, which changed the entire structure previously established. The main changes for manufacturers were the establishment of a Quality Management System imposed on manufacturers, who needed to adapt all their organizational and production processes, in addition to periodic audits and laboratory tests, which began to attest the quality and safety of production processes and products.
