O objetivo principal foi analisar as Regionais de Belo Horizonte, de forma a compreender se contribuem atualmente ou já contribuíram em algum momento de sua história para o planejamento e gestão urbanos participativos, tendo em vista sua maior proximidade com o cotidiano dos cidadãos. “Regionais” é o nome popular dado às nove regiões administrativas da cidade, bem como às suas respectivas sedes, cujo nome oficial atualmente é “Coordenadorias de Atendimento Regional”, onde é realizado atendimento aos cidadãos para assuntos variados. Foram elencados três objetivos específicos que deram origem aos três capítulos do desenvolvimento da pesquisa: (i) compreender o conceito de participação popular e sua inserção no contexto de planejamento e gestão urbanos no Brasil, (ii) estruturar um panorama temporal e contextual do funcionamento das Regionais de Belo Horizonte, desde sua criação na década de 1970 até os dias atuais e (iii) analisar as contribuições recentes da Regional Oeste para a participação popular, a partir da visão de lideranças comunitárias. Adotou-se distintos métodos ao longo da pesquisa, como uma investigação documental e histórica e a realização de entrevistas semiestruturadas. De forma geral, foi possível constatar que as Regionais são importantes instituições para a estruturação e mobilização de processos participativos da cidade, apesar de funcionarem apenas enquanto suporte para a realização de tais processos. Por outro lado, identificou-se um recente enfraquecimento do potencial participativo dessas instituições, tendo em vista sua perda de autonomia a partir da Reforma Administrativa de 2017 e a paralisação das rodadas de votação do Orçamento Participativo, um dos mecanismos participativos de maior relevância do município.The main theme of the research is urban planning and management practices that seek to understand and act in the city within the microlocal scale. The main objective was to analyze the Belo Horizonte Regional Offices, in order to understand whether they currently contribute or have contributed at some point in their history to participatory urban planning and management, in view of their greater proximity to the daily lives of citizens. “Regional” is the popular name given to the nine administrative regions of the city, as well as to their respective headquarters, whose official name is currently “Coordenadorias de Atendimento Regional”, where citizens are served for various matters. Three specific objectives were listed, originating the three chapters of the research development: (i) understand the concept of popular participation and its insertion in the context of urban planning and management in Brazil, (ii) structure a temporal and contextual panorama of the functioning of the Regional Offices of Belo Horizonte, from its creation in the 1970s to the present day and (iii) analyze the recent contributions of the West Regional Office to popular participation, from the point of view of community leaders. Different methods were adopted throughout the research, such as documental and historical investigation and semi-structured interviews. In general, it was possible to verify that the Regionals are important institutions for the structuring and mobilization of participatory processes in the city, although they function only as a support for the realization of such processes.
