Resumo: The City Sports and Leisure Program (PELC) is a program to promote leisure and recreational sport which, in its guidelines, encourages social participation through the development of local Management Councils. This article is the result of a case study in a PELC nucleus in the city of São Bernardo do Campo, metropolitan region of São Paulo. It is intended to present the main aspects observed in the field about the functioning of this instance of participation, presenting data obtained from the professionals and beneficiaries of the program, specifically, with regard to participation and recognition of the importance of the Management Board for the good development of public policy . It was also found that the actors involved consider this instance of participation as relevant, indicating advances in participatory management based on the involvement and protagonism of the community in the decisions and execution of the Program.

Este artículo es el resultado de un estudio de caso en un núcleo PELC en la ciudad de São Bernardo do Campo, región metropolitana de São Paulo. Se pretende presentar los principales aspectos observados en campo sobre el funcionamiento de esta instancia de participación, presentando los datos obtenidos de los profesionales y beneficiarios del programa, específicamente, en lo que respecta a la participación y reconocimiento de la importancia del Consejo de Administración para la buen desarrollo de la política pública. También se encontró que los actores involucrados consideran relevante esta instancia de participación, indicando avances en la gestión participativa basada en el involucramiento y protagonismo de la comunidad en las decisiones y ejecución del Programa.O Programa Esporte e Lazer da Cidade (PELC) é um Programa de promoção do lazer e do esporte recreativo que, em suas diretrizes, estimula a participação social a partir do desenvolvimento de Conselhos Gestores locais. O presente artigo é resultado de um estudo de caso em um núcleo do PELC no município de São Bernardo do Campo, região metropolitana de São Paulo.  Pretende-se apresentar os principais aspectos observados em campo sobre o funcionamento dessa instância de participação, apresentando dados obtidos junto aos profissionais e beneficiários do programa, especificamente, no que tange a participação e reconhecimento da importância do Conselho Gestor para o bom desenvolvimento da política pública.
