LOST DECADE OF SPORT: : 10 YEARS TO TAKE BRAZIL TO THE “NO MORE”!

Resumo: | This article presents as its central hypothesis the idea that since 2010 there has been a “lost decade trajectory” for sports in Brazil, which has deteriorated further in the current conjecture. The argumentative structure for that thesis aims to identify and interpret the recession in national public policies for sports between the years of 2010 to 2020, taking as categories for analysis legislation, programmatic orientation, and financing sources. In relation to methodology, the investigation is characterized by its descriptive-analytical nature, with the use of documental analysis. For our results, we have identified the pertinence of the initial assumption, as confirmed by state negligence in the federal sphere to ensure the right to sports. That condition is reflected upon the priority themes in sports legislation, in redirections taken during deliberations at the National Sport Conferences, and in the abandonment of the National System of Sport, as well as in the reduction in public expenses and changes in the sources of financing profiles. |

La construcción argumentativa de esta tesis tuvo como objetivo general identificar e interpretar el retroceso en la política pública deportiva nacional entre 2010 y 2020, adoptando como categorías de análisis la legislación, la orientación programática y el financiamiento. En cuanto a la metodología, la investigación se caracteriza por el carácter descriptivo-analítico, utilizando la técnica de investigación documental. Como resultado, identificamos la pertinencia del supuesto inicial, confirmado por la falta de responsabilidad del estado a nivel federal para garantizar el derecho al deporte. Esta condición se refleja en los temas prioritarios de la legislación deportiva, en la reorientación de las deliberaciones de las Jornadas Deportivas Nacionales y en el abandono del Sistema Deportivo Nacional, así como en la reducción del gasto público y cambio en el perfil de fuentes.Este artigo apresenta como hipótese central a ideia de que, a partir de 2010, iniciou-se no Brasil a trajetória de uma “década perdida” para o esporte, que se agrava na inóspita conjuntura atual. A construção argumentativa dessa tese teve como objetivo geral identificar e interpretar o retrocesso na política pública esportiva nacional entre os anos de 2010 e 2020, adotando como categorias de análise a legislação, a orientação programática e o financiamento. Quanto à metodologia, a investigação se caracteriza pelo caráter descritivo-analítico, com utilização da técnica de pesquisa documental. Como resultado, identificamos a pertinência da suposição inicial, confirmada pela desresponsabilização estatal na esfera federal para garantia do direito ao esporte.
