Governança Pública para Gestão dos Conselhos Sociais: Uma Análise do Modelo de Gestão do CEDRS/MS

Resumo: Due to the importance of CEDRS/MS in the social control of actions and management of the public policy of family agriculture, the general objective of this study was to analyze the configuration of the current management model adopted by CEDRS/MS in the light of Public Governance. We used the qualitative research strategy case study. The investigation also used bibliographical research with a systematic review to identify the elements of public governance applicable to social councils, followed by documentary research, with the use of documents produced by CEDRS/MS, from 2016 to 2019. Were analyzed 18 minutes of meetings, two laws, and 15 reports about the entity. Data analysis was conducted using the content analysis technique, with triangulation between the three categories evaluated: minutes, laws, and media, with the help of the IRAMUTEQ software, generating "Similitude Analysis," "Word Cloud," and "Descending Hierarchical Classification." The dissertation was based on the concept of public governance and its elements applicable to social councils: transparency, control and monitoring, accountability, popular participation, standardization, evaluation of the service provided, and network of relationships. As a result, it was concluded that the element transparency essential tool for the exercise of social control requires improvement mainly in relation to the advertising of information on its site. In relation to controlling and monitoring, the need to regulate the implementation of a mechanism for its implementation was verified in a constant way. This gap in control and monitoring affects and hinders the evaluation of the services provided, which in the studies appear in a fragmented and inconstancy-free way. There was also a lack of mechanisms or clear regulation for the definition of roles and accountability. These points can be mitigated by means of standardization, with the drafting and publication of the council's bylaws, which has already been authorized in the law by the legislature. The element related to popular participation is demonstrated as constant and effective, especially in the deliberations and votes of the board, during the ordinary meetings, and described in the minutes. This participation is largely due to the diversity of the network relations, standardized by the law governing the council, making room for various actors and groups related to family farming. Thus, through triangulation, it was evident that the management of CEDRS/MS presents all elements of public governance. As a recommendation for improvement, the adoption of means for advertising the minutes, documents generated and composition of the members of the board, preparation and publication of the bylaws, periodic evaluations, definition of strategic planning, among other vital practices to strengthen actions related to family agriculture and promote the public governance of CEDRS/MS in a broader and systematized manner.

Utilizou-se da estratégia de pesquisa qualitativa de estudo de caso. A investigação empregou a pesquisa bibliográfica, com revisão sistemática para identificar os elementos de governança pública aplicáveis aos conselhos sociais, seguida de pesquisa documental, com o uso de documentos produzidos pelo CEDRS/MS, no período de 2016 a 2019. Foram avaliadas 18 atas de reuniões, duas leis e 15 reportagens sobre a entidade. A análise de dados foi conduzida por meio da técnica de análise de conteúdo, com a triangulação entre as três categorias avaliadas: atas, leis e mídias, com o auxílio do software IRAMUTEQ, gerando “Análise de Similitude”, “Nuvem de Palavras” e “Classificação Hierárquica Descendente”. A dissertação fundamentou-se no conceito de governança pública e seus elementos cabíveis aos conselhos sociais: transparência, controle e monitoramento, responsabilização, participação popular, normatização, avaliação do serviço prestado e rede de relações. Como resultados, concluiu-se que o elemento transparência, ferramenta essencial para o exercício do controle social, necessita ser aprimorado, principalmente no tocante à publicidade das informações no site oficial. Já em relação ao controle e monitoramento, foi verificada a necessidade da regulamentação da implementação de procedimento para sua execução de forma contínua. Essa lacuna no controle e monitoramento impacta e dificulta na avaliação dos serviços prestados, que nos estudos aparecem de forma fragmentada e sem constância. Também foi constatada a ausência de mecanismos ou regulamentação clara para definição de papéis e responsabilização. Esses pontos podem ser amenizados por meio da normatização, com a preparação e publicação do regimento interno do conselho, já autorizado em lei pelo legislativo. O elemento relacionado com a participação popular é demonstrado como regular e efetivo, especialmente em deliberações e votações durante as reuniões ordinárias descritas nas atas. Essa participação se deve em grande parte pela diversidade da rede de relações, normatizadas pela lei que rege o conselho, abrindo espaço para diversos atores e grupos ligados à agricultura familiar. Assim, por meio da triangulação, evidenciou-se que a gestão do CEDRS/MS apresenta todos os elementos de governança pública.
