O RESSOAR DAS VOZES KINIKINAU E AS TRAMAS DO DISCURSO INDIGENISTA CONSTITUCIONAL

Resumo: Starting from the premise that discourses are words in movement, from which the statements crossed, by (inter)discourse, enable the formation of identities, the representations of subjects, in addition to promoting mechanisms for controlling social production, we propose in this work, to identify, from a discursive perspective, the relationships that exist between the Kinikinau indigenous discourse and the official discourse of the Federal Constitution. We seek to problematize the Kinikinau sayings, constituted by final documents from six Assemblies (2014-2019) in counterpoint to the constitutional discourse, to track, through discursive materiality, the existence of marks of (in)exclusion and maintenance of the subalternity of the Kinikinau indigenous subject, in relation to other Brazilians, in addition to investigating the representations created discursively by the Kinikinau indigenous saying to understand its ideological implications, which contribute to the conflicts of power relations that exist between the hegemonic discourse and the marginalized and invisible discourses. Thus, the objective of this research is to problematize the implications of the indigenous discourse of the Federal Constitution in the words of the Kinikinau assemblies, considering possible marks of subalternity in relation to the constitutional discourse and contributing to the Kinikinau voices being heard. We raise the hypothesis that the statements of the six Kinikinau Assemblies held between 2014 and 2019 bear signs of subalternity in the face of the hegemonic power of the Brazilian State, and at the same time, which raise a discourse of militancy, submit to the ideals of coloniality, contributing to the normatization (li)zation of constitutional discourse, which, formed by control/discipline mechanisms, keeps indigenous peoples, and especially in this case, the Kinikinau, submerged in their power strategies. The thesis is anchored in the theoretical framework of Discourse Analysis of French origin, based on Pêcheux (1990), Orlandi (2015), Coracini (2007) and Gregolin (2004). Under a transdisciplinary bias, it permeates some concepts from culturalist studies with Bhabha (2003), Castells (1999), Canclini (2006, 2013), Bauman (1998, 2005, 2010), Hall (1990, 2002, 2003), among others, and through the Foucauldian framework, through archaeogenealogy, in addition to some contributions from southern epistemologies based on Sousa-Santos (2007), Mignolo (2008), Walsh (2013), Dussel (2016), Andreotti (2013), Grosfoguel ( 2010), Quijano (1992, 2010), Candau (2010). In a methodological organization, the thesis is divided into four chapters: the first deals with Brazilian indigenous peoples, especially the Kinikinau people and their creation of Assemblies as a means of making themselves visible as an ethnic group and achieving the demarcation of their territory. ancestral; the second chapter discusses the construction of official discourses that deal with the indigenous issue in Brazil, with an emphasis on the Federal Constitution; the third chapter presents the theoretical-methodological framework; and finally the fourth chapter that carries out the analytical process of the excerpts that constitute the Kinikinau sayings and the repercussions in relation to the constitutional discourse. Keywords: Discourse analysis; Kinikinau; Constitutional indigenous discourse.Partindo da premissa de que os discursos são palavras em movimento, a partir das quais os enunciados atravessados, pelo (inter)discurso, possibilitam a formação de identidades, as representações dos sujeitos, além de promover mecanismos de controle da produção social, nos propomos neste trabalho, a identificar, sob o viés discursivo, as relações existentes entre o discurso indígena Kinikinau e o discurso oficial da Constituição Federal. Buscamos problematizar os dizeres kinikinau, constituídos por documentos finais de seis Assembleias (2014-2019) em contraponto ao discurso constitucional, para rastrear por meio da materialidade discursiva, a existência de marcas de (in)exclusão e manutenção da subalternidade do sujeito indígena Kinikinau, em relação ao demais brasileiros, além de apurar as representações criadas discursivamente pelo dizer indígena Kinikinau para compreensão de suas implicações ideológicas, que contribuem para os conflitos de relações de poder existentes entre o discurso hegemônico e os discursos marginalizados e invisibilizados. Assim, o objetivo desta pesquisa é problematizar as implicações do discurso indigenista da Constituição Federal no dizer das assembleias Kinikinau considerando possíveis marcas de subalternidade frente ao discurso constitucional e contribuir para que as vozes Kinikinau sejam escutadas. Levantamos a hipótese de que os dizeres das seis Assembleias Kinikinau realizadas entre 2014 a 2019 trazem marcas de subalternidade frente ao poder hegemônico do Estado brasileiro, e ao mesmo tempo, que levantam um discurso de militância, se submetem aos ideais da colonialidade, contribuindo para a normati(li)zação do discurso constitucional, que formado por mecanismos de controle/disciplina mantém os povos indígenas, e em especial no caso, os Kinikinau, submersos em suas estratégias de poder. A tese ancora-se no referencial teórico da Análise do Discurso de origem francesa, tendo por base Pêcheux (1990), Orlandi (2015), Coracini (2007) e Gregolin (2004). Sob o viés transdisciplinar, perpassa alguns conceitos dos estudos culturalistas com Bhabha (2003), Castells (1999), Canclini (2006, 2013), Bauman (1998, 2005, 2010), Hall (1990, 2002, 2003), dente outros, e pelo arcabouço foucaultiano, por meio da arqueogenealogia, além de algumas contribuições das epistemologias de sul tomando por base Sousa-Santos (2007), Mignolo (2008), Walsh (2013), Dussel (2016), Andreotti (2013), Grosfoguel (2010), Quijano (1992, 2010), Candau (2010). Numa organização metodológica, a tese se divide em quatro capítulos: o primeiro vem tratar sobre os povos indígenas brasileiros, em especial sobre o povo Kinikinau e a sua criação de Assembleias como meio de visibilizarem-se enquanto grupo étnico e alcançarem a demarcação de seu território ancestral; o segundo capítulo traz sobre a construção dos discursos oficiais que tratam da questão indígena no Brasil, com ênfase na Constituição Federal; o terceiro capítulo traz o arcabouço teórico-metodológico; e por fim o quarto capítulo que realiza o processo analítico dos recortes que constituem os dizeres Kinikinau e as repercussões frente ao discurso constitucional.
