The process of unplanned urban occupation and accelerated manner has caused several environmental problems, so the environmental planning and management are essential tools for public management, so as to favor the development of cities. The enactment of the Federal Constitution of 1988 and the City Statute enshrine managers in planning processes of urban spaces, to provide the involvement of economic sectors, social and political. Thus, through literature searches and allusive review the Director Plan and Zoning - Use and Land Use of the Várzea Grande city. From the Director Plan and other instruments of management and urban/environmental planning, examines the importance of zoning for the orderly and sustainable development of the municipality. Based on the research conducted, it was observed that the town planning laws were changed frequently, in order to meet the city's needs. However, these law devices are modified several times to favor private interests. The lack of public policies and municipal level environment facing the social, economic, environmental conservation and preservation, which associated with illegal occupation of environmentally fragile areas is reducing the environmental quality, consequently having losses in quality of life. Therefore, planning and environmental management must be linked to urban planning, to provide social and environmental development of the municipality.
