RETRATO DO SANEAMENTO BÁSICO DAS BACIAS PCJ: UMA PROPOSTA DE CLASSIFICAÇÃO DOS MUNICÍPIOS

Resumo: Access to water and sanitation are fundamental human rights. Thus, an evaluation and monitoring of basic sanitation services based on indicators become increasingly necessary. In this sense, the article proposes new dimensions of basic sanitation for the municipalities served by the Piracicaba, Capivari and Jundiaí River Basins. The research method is exploratory, applied, with a qualitative approach, case study and documental procedure. It was decided to apply the Multivariate technique of Factorial Analysis by Principal Components. Fifteen varieties of data from the National Information and Sanitation System were selected, and the collection was carried out for the year 2019. Among the results, it is highlighted that the dimension Coverage of water supply and sanitary sewage (Factor 1) for capturing the largest number of information from the sample explains the highest percentage of the total variance of the data, and presents coverage for most municipalities in the PCJ Basins. It is assumed that the methodology used can be replicated in other contexts of hydrographic basins, in addition to being an instrument for monitoring and managing basic sanitation.

Dessa forma, a avaliação e monitoramento dos serviços de saneamento básico a partir de indicadores torna-se cada vez mais necessário. Nesse sentido, o artigo tem por objetivo classificar os municípios das Bacias PCJ a partir de cada fator, segundo o saneamento básico. O método de pesquisa é exploratório, aplicado, com abordagem qualitativa, estudo de caso e procedimento documental. Optou-se pela aplicação da técnica Multivariada de Análise Fatorial por Componentes Principais. Foram selecionados quinze variáveis a partir de dados do Sistema Nacional de Informação e Saneamento, e a coleta foi realizada para o ano de 2019. Dentre os resultados destaca-se que a dimensão Cobertura do atendimento de água e esgotamento sanitário (Fator 1) por capturar o maior número de informações da amostra explica o maior percentual da variância total dos dados, e apresenta cobertura para maioria dos municípios das Bacias PCJ. Pressupõe-se que a metodologia empregada pode ser replicada em outros contextos de Bacias Hidrográficas, além de ser um instrumento para o acompanhamento e gestão do saneamento básico.
