Os desafios da atenção básica à saúde : um estudo acerca da resolubilidade das ações em saúde mental em duas unidades de saúde da família em Cuiabá - MT

The Basic Health Care (ABS) as coordinator of the Health Care Network must guarantee integral care, proposing actions to promote, protect and solve 85% of health problems. The Family Health Program (PSF) has become one of the most visible social policies since the 1990s, incorporating preventive, educational and curative practices. For these characteristics, ABS, through PSF, has become one of the strategies for the expansion of psychosocial attention, supporting the deinstitutionalization of mental health. In view of this scenario, we consider the social and academic needs of a more in - depth study on the resolubility of mental health actions developed by two Family Health Teams (eSF) in Pedra 90 neighborhood in Cuiabá - MT. In carrying out the case study, we analyze factors that influence the resolution capacity of these teams. Data were collected through direct observation at the UBS, documentary research in patient records of mental health services or with psychosocial demands, reference and reference forms, and interviews with the professionals that make up the teams and users of the services. As a result, we highlight the fragility in management, which is shaped by high turnover of professionals, interruption of program activities and absence of periodic meetings between coordination of AB and teams to define goals and strategies; the limitation in the training of professionals in Family Health, mental health and the use of electronic resources to assess risks and vulnerabilities, and the lack of matrix support. For users, the main barriers have been the distance from Pedra 90 neighborhood to specialized services and the lack of community educational activities. We conclude that these factors have influenced the performance of the teams and, consequently, impaired the solvency of actions in mental health. Due to the fragmentation of health care networks, the Mental Health Program of the Municipal Health Department, started in 2004, still has little defined space within ABS actions.
