Resumo: Considered the gateway to the health network and the main contact of users with services, Primary Health Care (PHC). It has the Family Health Strategy (ESF) as its priority model for the reorganization of services in the Brazilian Unified Health System. Several PHC evaluation initiatives in the country have been carried out in recent years and in 2011 the Ministry of Health implemented the National Program for the Evaluation of Improved Access and Quality of Primary Care (PMAQAB). Among several aspects evaluated in the health services, the organization of the team's work process stands out as an object of investigation. Concepts from the theoretical framework of the health work process were adopted, relating them to PHC and its evaluation. It is assumed that the evaluations carried out in the services contribute to improvements in the organization of the health work process. The general objective is to analyze the organization of the work process from the perspective of primary care professionals based on service evaluations. It is a field research, exploratory, descriptive and with a qualitative approach. The subjects of the studies were the professionals of the family health teams and the managers who were members of the primary care board of the municipal health department of Cuiabá-MT. As inclusion criteria, the professionals who are part of the seven family health teams with the best certification in the third cycle of the PMAQ-AB in the municipality and the managers who have the role of coordinating and/or supervising the work process of these teams were used, totaling 79 people. For data collection, we used a questionnaire on the profile of professionals, focus groups, individual semi-structured interviews and direct participant observation of the routine per health unit and the team meeting, with records in a field diary. To organize the questionnaire data, a simple descriptive analysis was carried out to characterize the subjects in the investigation scenario. In the analysis of qualitative data, thematic content analysis was adopted with approximations to the methodological framework of hermeneutics-dialectics. In this process, four thematic categories emerged: the professionals' perception of the organization of the work process in PHC; the experience of professionals with assessments in health services as an instrument of the work process; potentialities identified in the qualification of the work process to meet health needs; and limitations in the qualification of the work process of the family health teams. The study was approved by the Health Research Ethics Committee of the Federal University of Mato Grosso under Opinion No. 3,653,768/2019. The empirical results showed that the teams have an organized work process, and the team's commitment and the fact that the professionals have been inserted in that community for a long time are important factors for this. It was observed that the presence of the university in the place with teaching, research and extension activities promotes more effective health actions. Among the difficulties mentioned, the lack of institutional support was highlighted due to the lack of planning and evaluation by the municipal management, which ends up generating a lack of continuity of actions, lack of material resources, precarious infrastructure and fragility in the health care network. health, impacting, therefore, the work process of the teams. The study provided an opportunity to reflect on the work process and evaluation as a tool to improve the organization of the work process, in order to meet the health needs of users. It is expected to provide subsidies for health teams and municipal management in the planning, monitoring and evaluation of Primary Health Care services in order to qualify the work process in the family health unit.

Tem na Estratégia Saúde da Família (ESF) seu modelo prioritário de reorganização dos serviços no Sistema Único de Saúde brasileiro. Várias iniciativas de avaliação da APS no país vêm sendo realizadas nos últimos anos e em 2011 o Ministério da Saúde implantou o Programa Nacional de Avaliação da Melhoria do Acesso e Qualidade da Atenção Básica (PMAQAB). Dentre vários aspectos avaliados nos serviços de saúde, destaca-se a organização do processo de trabalho das equipes, como objeto de investigação. Adotou-se conceitos do referencial teórico do processo de trabalho em saúde relacionando-os à APS e sua avaliação. Parte-se do pressuposto que as avaliações realizadas nos serviços contribuem com melhorias na organização do processo de trabalho em saúde. O objetivo geral é analisar a organização do processo de trabalho na perspectiva dos profissionais da atenção primária a partir de avaliações do serviço. É uma pesquisa de campo, exploratória, descritiva e de abordagem qualitativa. Os sujeitos dos estudos foram os profissionais das equipes de saúde da família e os gestores integrantes da diretoria de atenção primária da secretaria municipal de saúde de Cuiabá-MT. Utilizou-se como critério de inclusão os profissionais que integram as sete equipes de saúde da família com melhor certificação no terceiro ciclo do PMAQ-AB no município e os gestores que possuem função de coordenação e/ou supervisão do processo de trabalho dessas equipes, totalizando 79 pessoas. Para a coleta de dados, utilizou-se um questionário do perfil dos profissionais, grupos focais, entrevista semiestruturada individual e observação direta participante da rotina por unidade de saúde e da reunião de equipe, com registros em diário de campo. Para organização dos dados do questionário, fez-se a análise descritiva simples para caracterização dos sujeitos no cenário de investigação. Na análise dos dados qualitativos, adotou-se a análise temática de conteúdo com aproximações ao referencial metodológico da hermenêutica-dialética. Nesse processo, emergiram quatro categorias temáticas: a percepção dos profissionais sobre a organização do processo de trabalho na APS; a experiência dos profissionais com as avaliações nos serviços de saúde como um instrumento do processo de trabalho; potencialidades identificadas na qualificação do processo de trabalho para o atendimento das necessidades de saúde; e, limitações na qualificação do processo de trabalho das equipes de saúde da família. O estudo foi aprovado pelo Comitê de Ética em Pesquisa na Saúde da Universidade Federal de Mato Grosso sob Parecer nº 3.653.768/2019. Os resultados empíricos apontaram que as equipes possuem um processo de trabalho organizado, sendo que o comprometimento da equipe e o fato de os profissionais estarem inseridos naquela comunidade há um bom tempo são fatores importantes para isso. Observou-se que a presença da universidade no local com atividades de ensino, pesquisa e extensão fomenta ações de saúde mais efetivas. Dentre as dificuldades referidas, destacou-se a falta de apoio institucional devido à ausência de planejamento e avaliação por parte da gestão municipal, o que acaba gerando falta de continuidade de ações, falta de recursos materiais, infraestrutura precária e fragilidade na rede de atenção à saúde, impactando, portanto, o processo de trabalho das equipes. Com relação às avaliações de serviço, observou-se que a experiência os profissionais é com o PMAQ-AB, sendo que os gestores têm pouco conhecimento acerca desse programa ministerial, com exceção de uma gestora que trabalhou diretamente em todo esse processo avaliativo. Os profissionais percebem que a avaliação do serviço contribui de alguma forma com a organização do processo de trabalho, e que outros aspectos precisam ser valorizados, tais como: a continuidade das ações e a aplicação dos recursos. Destacou-se que as estratégias de acolhimento, vínculo, trabalho em equipe e participação da comunidade são um diferencial dessas equipes e contribuem de maneira significativa para uma assistência integral, por vezes ultrapassando as barreiras que encontram para qualificação do trabalho. Concluiu-se que o fato das equipes possuírem um processo de trabalho organizado contribuiu com a melhor avaliação do serviço. O estudo oportunizou a reflexão do processo de trabalho e da avaliação como ferramenta de melhoria na sua organização do processo de trabalho, a fim de atender às necessidades de saúde dos usuários.
