Resumo: Development credit can be a leveraging public policy tool to improve the opportunities of populations that, like rural Colombia, are traditionally far from improvements in their wellbeing, so in this dissertation we try to discuss how far the instrument rural credit applied in Colombia between 2007 and 2014, maintains correlation with variables that indicate favorability in quality of life indicators of municipalities specialized in family economy, such as five municipalities located on the banks of the Ariari River (Puerto Concordia, Puerto Lleras, Puerto Rico, San Juan de Arama and Fuente Oro), in the Department of Meta, Colombia. In the attempt to interpret the conditions in which development occurs in the region, it is proposed to approach the theoretical postures of the classics, some authors of ECLAC and others in the Endogenous Development line regarding how they understand the economic component in the generation of well-being, based on international business, state participation and understanding of the rural sector in development. Thus, in order to indicate the conditions under which the rural credit instrument in Colombia evolves during the period of analysis, in terms of conditions and effects, focused mainly on family agriculture, statistics are offered by state agencies and are implemented using three indicators : the Specialization Index - QL, both for agricultural GDP and for amounts of credit by type of user and source; the Cluster Analysis, which takes as input the QL and the Multidimensional Poverty Index - IPM, allows an understanding of regional groupings, both at the national level and by municipalities in the department of Meta; and finally, with the Parametric Correlation Coefficient - Pearson's Coefficient and NonParametric - Kendall's Coefficient and Spearman's Coefficient, between the calculated QL and the behavior of social and economic variables according to the III National Agricultural Census of 2014 in the municipalities of Meta, the existence of a correlation between them is analyzed. Note a strong correlation between indicators of general multidimensional poverty and that of non-ethnic and ethnic groups, as well as a tendency at local and national levels to place a high amount of credit for large producers in areas that contribute most to agricultural GDP and to small producers in areas with and has property restrictions defined by law. The development credit in the department of Meta does not contribute to improving the conditions of endogenous development nor is it thought of in accordance with alignments of regional particularity that favors both the quality of life and the governance in the regions; is centralized, aimed at strengthening economic growth based on commodity exports and does not meet domestic demand requirements or the reality of rural inhabitants.

The development credit in the department of Meta does not contribute to improving the conditions of endogenous development nor is it thought of in accordance with alignments of regional particularity that favors both the quality of life and the governance in the regions; is centralized, aimed at strengthening economic growth based on commodity exports and does not meet domestic demand requirements or the reality of rural inhabitants.O crédito de fomento pode ser uma ferramenta de política pública de alavancamento na melhora das oportunidades das populações que, como a rural na Colômbia, tradicionalmente ficam longe das melhoras no seu bem-estar; nesse sentido, na presente dissertação tenta-se discutir até onde o instrumento de crédito rural aplicado na Colômbia, no período 2007 a 2014, mantém correlação com variáveis que indicam favorecimento em indicadores de qualidade de vida de municípios especializados em economia familiar, como são os cinco municípios localizados à beira do Rio Ariari (Puerto Concórdia, Puerto Lleras, Puerto Rico, San Juan de Arama e Fuente Oro), no Departamento de Meta, na Colômbia. Na busca de interpretar as condições, no que se refere ao desenvolvimento na região, propõe-se a abordagem das posturas teóricas dos clássicos, por meio de alguns autores da CEPAL e outros da linha de Desenvolvimento Endógeno, pela forma como compreendem o componente econômico no fornecimento de bemestar, baseando-se em negócios internacionais, participação estadual e compreensão do setor rural no desenvolvimento. Logo, para indicar as condições em que o instrumento de crédito rural, na Colômbia, evolui no período da análise, em termos de condições e efeitos, voltandose principalmente para a agricultura familiar, tomam-se estatísticas oferecidas por órgãos estaduais aplicando três indicadores: o Quociente Locacional – QL, tanto do PIB agropecuário quanto em montantes de crédito por tipo de usuário e fonte; a Análise de Cluster, que toma como insumo o QL e com o Índice de Pobreza Multidimensional – IPM, permitindo fazer uma compreensão de agrupamentos regionais, tanto no nível nacional quanto por municípios no departamento de Meta; e, finalmente, o Coeficiente de Correlação paramétrico - Coeficiente de Pearson, e Não Paramétrico - Coeficiente de Kendall e Coeficiente de Spearman, entre os QL calculados e comportamento de variáveis sociais e econômicas segundo o III Censo Nacional Agropecuário de 2014 nos municípios de Meta, analisa-se a existência de correlação entre elas. Nota-se forte correlação entre indicadores de pobreza multidimensional geral e a de grupos não étnicos e étnicos, assim como uma tendência a nível local e nacional de colocar alto montante de crédito para grandes produtores em áreas que mais aportam ao PIB agropecuário e para pequenos produtores em áreas com baixo aporte e que têm restrições de propriedade definidas por lei.
