Participação cidadã em vigilância em saúde de agrotóxicos no Paraná e no Mato Grosso : caso Nortox

The deployment and chemical operation of pesticides is a situation that requires intense involvement of public bodies and the entire society. The study of the performance and participation of the supervisory bodies and the population of Arapongas/PR and Rondonópolis/MT, the branch of the deployment and operation of the agrochemical industry Nortox S.A. in Rondonópolis/MT, was the basis of this research. We studied and analyzed 62 years of Nortox chemical industry in Arapongas/PR and its 12-year facility in Rondonópolis/MT. The proposal was that the PR performance served as primary prevention in Rondonópolis/MT. This research became important in preventing injuries and damage, given the situation that this type of chemical (pesticide) brings, predictably, industrial accidents. Moreover, it is located in Rondonópolis/MT, in front of a Brewery and near the urban center of the city. Using the basis of the Collective Subject Discourse of Lefévre and the Theory of Social Representations of Moscovici, through interviews and observations, we sought to collect and analyze information expressed by the research participants. Were around 303 interviews, several meetings and seminars with about more than 1000 participants in PR and MT during the years 2014 to 2016. Grouped to research participants in institutional collective subjects of social control, as members Public Health surveillance (VSP), the surveillance Citizen Health (VSC) and the regulated sector of pesticide chain (SRA). In the performed analysis, we found that: a) the Brazilian government is not neutral and acts directly to stimulate and promote agribusiness, through the Ministry of Supply, Livestock and Supply (MAPA); b) that citizen participation in monitoring is reactive and incipient both in PR as in MT; c) that the state control, the Public Health Surveillance, especially in occupational health, is deficient in Arapongas / PR and MT deficit, weak and unstructured. During the research, in an action research model was developed and implemented by the popular organizations and the researcher, in partnership with MPT and MPE Rondonópolis and Region, the Forum of fighting the impacts of pesticides in the south of the MT state region, starting the surveillance of moving prevention in health and environment. proposals for action of social control have been prepared, with municipal councils, Surveillance in Health of SUS-VIGISUS and prosecutors in training techniques and operational adjustments to exercise their functions as Surveillance in Public Health, Popular and Citizens.
