Governança e vigilância da água no estado de Mato Grosso

Resumo: | Introduction: Water has a direct influence on health, quality of life and development of the human being. It is an integral component of the interactions of the activities of the energy, industrial, urban development, agricultural, human health and the entire biological systems, being of fundamental importance for life on earth, fact that supposes an intersectional discussion about governance and water surveillance promoted by the units of the federation. General Objective: To understand the procedure of water governance and surveillance in the State of Mato Grosso, having as specific objectives: to describe the legal and institutional apparatus of water management; to recognize the competences of the State Council of Water Resources; to check the actions proposed by the council with emphasis in the environmental surveillance of water VIGIAGUA. Methods: There has been made a consultation of relevant bibliographic references and analysis of the thematic content in the Minutes of Regular Meetings of the State Council of Water Resources of the State of Mato Grosso - CEHIDRO- MT. in the period from 2003 to 2016, with the application of an analytical grid. Results: From the examination, classifying in three categories of approaches: Watershed Committees; Governance and Water Management and Water Quality and Surveillance, adding up to 21 minutes analyzed. Among the categories, the most frequent one was related to the creation of Watershed Committees, with 25 subjects, followed by the thematic approach related to the processes of Governance and water management, with 06 subjects and, finally, the approach related to the Surveillance and quality of water measures, with 04 subjects. The process of decision making related to water has little effectiveness in achieving water governance and surveillance in the State of Mato Grosso, focusing mainly on the implementation of the Watershed Committees, included in the Planning and Management Units. The establishment of quantitative, qualitative and resolutive criteria in relation to Environmental Health Surveillance for the quality of the State waters, in the ambit of public health, has been neglected in relation to the water resources governance of the State of Mato Grosso, due to the analysis and verification of the few matters deliberated in the State Council of Water Resources. Conclusion: The intersectionality in water governance is still a challenging process to be consolidated. In order to establish this concept in practice, management must represent a space for sharing knowledge and power, for structuring new languages, new practices and new concepts which, at present, are not yet established or sufficiently experienced in the administrative reality of the State of Mato Grosso. It turns out to be indispensable the rapprochement of the sections, in order to achieve an effective policy of water governance. |

Torna-se um componente integrante das interações das atividades dos setores energético, industrial, desenvolvimento urbano, agrícola, saúde humana e com todo o sistema biológico, sendo de fundamental importância para a vida na terra, o que pressupõe uma discussão intersetorial sobre a governança e vigilância das águas pelos entes federados. Objetivo Geral: Compreender o processo da governança e vigilância da água no Estado de Mato Grosso e como objetivos específicos: descrever o aparato legal e institucional de gestão das águas; identificar as competências do Conselho de Recursos Hídricos-MT; verificar as ações propostas pelo conselho com ênfase na Vigilância ambiental da água VIGIAGUA. Métodos: Realizou-se consulta de referências bibliográficas pertinentes e análise do conteúdo temático em 63 nas Atas de Reuniões Ordinárias do Conselho Estadual de Recursos Hídricos do Estado de Mato Grosso – CEHIDRO-MT no período de 2003 a 2016, com aplicação de uma grade analítica. Resultados: A partir da verificação, classificando em três categorias de enfoques: Comitês de Bacias Hidrográficas; Governança e Gestão da água e Vigilância e Qualidade da água, totalizando 21 atas analisadas. Das categorias, a mais frequente foi a relacionado à criação de Comitês de Bacias Hidrográficas, com 25 assuntos, seguida do enfoque temático relacionado aos processos de Governança e gestão da água, com 06 assuntos e, por fim, o enfoque relacionado às medidas de Vigilância e qualidade da água, com 04 assuntos. As tomadas de decisão em relação a água têm pouca efetividade na consecução da governança e vigilância da água no Estado de Mato Grosso, enfocando principalmente a implantação dos Comitês de Bacia Hidrográfica, inseridos nas Unidades de Planejamento e Gestão. O estabelecimento de critérios quantitativos, qualitativos e resolutivos em relação à Vigilância em saúde ambiental para a qualidade das águas estaduais, no âmbito da saúde pública vem sendo negligenciada em relação a governança dos recursos hídricos do Estado de Mato Grosso, constatada nos poucos assuntos deliberados pelo Conselho Estadual de Recursos Hídricos. Conclusão: A intersetorialidade na governança da água ainda se configura como um processo desafiante a ser consolidado. Para o estabelecimento deste conceito a gestão deve representar um espaço de compartilhamento de saber e de poder e de estruturação de novas linguagens, de novas práticas e de novos conceitos e que, atualmente, ainda não se encontram suficientemente experimentados na realidade administrativa do Estado de Mato Grosso.
