This dissertation aims to understand under what conditions the access of students from public schools, blacks, browns, indigenous and poor at the Federal University of Mato Grosso (UFMT) has materialized, considering as a milestone the approval of Law no. 12.711/2012, the so-called Law of Quotas, which instituted the entry of quota students into Brazilian public universities. The research methodology used is qualitative and quantitative, characterized by an evaluative approach. As methodological procedures was used bibliographical research and documentary research, based on official documents for the systematization of the data that substantiated the analysis performed. In this work of study, it was necessary, initially, to demarcate how education is structured in the capitalist mode of production, as well as to apprehend the characteristics of higher education in Brazil, which carries a history of elitism. Thus, it is sought to understand how the UFMT has organized itself institutionally to respond to this new reality and to the new demands that have arisen since the approval of the Quotas Policy. In order to understand how these students are characterized, as well as to map out the assistance and pedagogical actions undertaken by the institution to enable conditions of permanence, the socioeconomic profile of incoming students at the university was constructed in the period from 2013 to 2016. Such information was correlated to the analysis of the data regarding the academic achievement of the students, in order to problematize to what extent the actions developed in the UFMT have been realized, with the perspective of guaranteeing the access of the quota students to the academic life. If it is true that the quota policy in higher education institutions has been positive in the way of building and consolidating the democratization of this level of education, it is also true that this new reality demanded from IFES a new standard of care for students, a new internal organization in its most comprehensive aspects, in order to provide pedagogical and assistance conditions to meet the demand of this public, which presupposes financial investments by the State.
