Resumo: The present study analyses the Human Trafficking, its characteristics and how it has been constituted throughout the history of humanity, with focus in the deals of cooperation, treaties and public policies. It had as aim to analyze the implementation of the State Policy of Combating the Human Trafficking in Mato Grosso, from the Palermo Protocol and from the National Policy of ETP, seeking to identify data, facts, subjects and entities, norms and events; and how it shows in the documents its purpose, how the theme travelled in the debates and actions of combating; the evaluations of the public policy from those who participated and participate of its implementation and managements. It is characterized as a study of qualitative nature, in which the data gathering is based on secondary sources – through consultation in newspapers, magazines, reports and normative judicial tools. Considering that some factors of the past are in constant and permanent articulation and the interrelation with the present and project themselves in the future, in a way to reach certain ends, it built the theoretical reference aiming to rescue the relational historical process that characterize them in relation to its configuration in the current context, adopting the social historical method to do the analysis of the approached problems in the research in a perspective of interrelations, conflicts and contradictions. The results of the evaluation process and analysis indicate that the persistence in answering the violations of Human Rights, through Social Policies, darkens the social reality and does not combat social matters. The politics bases, that are part of the discourse of the texts that are about the combating of human trafficking, end up to reinforce that dominant ideologies, because treat this violation under the possibility of possible and superficial adjustments. Do not acknowledge that the inequality is what impels the nets of trafficking and that its combating will be done considering the concrete bases of the capitalist mode of production, that everything is transformed in product. There is little involvement of the sectors of health and education and the sectors of economy are not present in the Plan, and a look to the judicialization and criminalization of the explorer, without deepening the reasons of this net that involves of the capitalist system. The news, debates and evaluations are about the phenomenon, with a cut of repression and judicial acting, and a voluntarism of entities of social movements. It is absent the articulated participation of the State in the field of social policies. It also appears a media narrative of heroism, by the courage of acting in complex situations, as are the articulations of the nets of trafficking, such as the sensibility in treating with the life and security and the exception in scenery of institutional negligence, disinformation and social indifferences.

Teve como objetivo analisar a implementação da Política Estadual de Enfrentamento ao Tráfico de Pessoas (ETP) em Mato Grosso, a partir do Protocolo de Palermo e da Política Nacional de ETP, procurando identificar dados, fatos, sujeitos e entidades, normativas e eventos; e como aparece nos documentos a sua finalidade, como a temática transitou nos debates e ações de enfrentamento; e avaliações da política pública a partir daqueles e daquelas que participaram e participam de sua implementação e gestão. Caracteriza-se como um estudo de natureza qualitativa, cuja coleta de dados fundamentou-se em fontes secundárias – por meio de consultas a jornais, revistas, relatórios e instrumentos jurídicos normativos. Considerando que alguns fatores do passado estão em constante e permanente articulação e inter-relação com o presente e projetam-se no futuro, de forma a alcançar determinados fins, construiu-se o referencial teórico a fim de resgatar tanto o processo histórico relacional que os caracteriza quanto a sua configuração no contexto atual, adotando-se o método sócio-histórico para realizar a análise dos problemas abordados na pesquisa em uma perspectiva de inter-relações, conflitos e contradições. Os resultados do processo de avaliação e análise indicam que a persistência em responder as violações dos Direitos Humanos, através das Políticas Sociais, ofusca a realidade social e não faz o enfrentamento das questões sociais. As bases políticas, que compõem os discursos dos textos que tratam do enfrentamento ao tráfico de pessoas, acabam por reforçar as ideologias dominantes, pois tratam essa violação sob a possibilidade de ajustes possíveis e superficiais. Não reconhecem que as desigualdades são o que impulsionam as redes de traficância e que o seu enfrentamento dar-se-á considerando as bases concretas do modo de produção capitalista, que tudo transforma em mercadoria. Há pouco envolvimento dos setores de saúde e educação e os setores de economia não estão presentes no Plano, e um olhar na judicialização e criminalização do explorador, sem aprofundar as razões dessa rede, que envolvem o sistema capitalista. As notícias, debates e avaliações referem-se ao fenômeno com um recorte de repressão e atuação judicial e um voluntarismo das entidades dos movimentos sociais. Fica ausente a participação articulada do Estado no campo das políticas sociais.
