A intersetorialidade entre SUAS e SINASE : elementos teórico-conceituais e manifestações no cotidiano institucional

This research has as main objective to analyze the requirements and the dynamics of the appropriation of the intersectoriality in the effective access to the socioassistencial and socioeducative systems (SUAS and SINASE), from the identification of the theoretical-conceptual elements that involve it and its manifestation in the professional daily life taking into account in the municipality of Cuiabá - MT, supported by the precepts established by the National Social Assistance Policy (PNAS) and by the National Socio-Educational System (SINASE). The objective of this research is the intersectoral actions within the socioassistencial (SUAS) and socio-educational (SINAS) systems, and the specific objectives focused on: Evaluating the way in which intersectoriality has been established as a management strategy for access to the System of Child and Adolescent Law Guarantee through the relationship of SUAS and SINASE; Map the service network, characterizing the component institutions, their team, identifying articulated practices and actions; To contextualize the (social, economic, cultural) adolescent condition in contemporary Brazil by relating it to the axes that guarantee the rights of children and adolescents provided for in the ECA, and to identify the notion of intersectoriality that guides the professional action of the institutions that make up the network of social assistance assistance and socio-educational analysis of the extent to which the different formations of the agents of the two systems interfere in the effectiveness of the intersectoral relationship between SUAS and the Justice system in Mato Grosso. It is characterized by a descriptive research, and approach regarding the use of the data as well as only quantitative indicators.It was supported by sources of bibliographical and documental research and interviews with 8 (eight) professionals from CREAS, SEJUDH-MT, SETAS-MT. For theoretical support of the research problem, this study chose as central the categories of Social Policy, Social Assistance, Socioeducation, Management and Adolescence. The main and motivating questions of this study were: what are the main challenges for the quality of intersectoral referrals? What is the reality of the physical structure of the services and professional staff? How are professional actions planned? How are intersectoral actions developed and monitored? The content of the interviews, the observation in the field and the documentary and bibliographic sources allowed to reveal the way intersectoriality occurs between the two systems, indicating the need for investments and political will to guarantee the structural conditions for its effectiveness, which presupposes changes in cultural, conceptual, institutional dimension in the actions and ways of providing services to adolescents in conflicts with the law.
