O financiamento da política de assistência social no estado de Mato Grosso no processo de reestruturação do capital no período de 2004-2015

This dissertation analyzed the budgetary behavior of the Social Assistance Politics in Function 8, in the state of Mato Grosso from 2008 to 2015, and the relationship with state transfers to social assistance organizations and organizations. To do so, we sought to understand the political and economic context, starting with the implementation of the Social Assistance Politics and to understand it beyond its legal regulations. The categories State and civil society were considered through a critical analysis of the classics of the political science, and it was sought to relate to the process of capital restructuring, social Politics focus, political-administrative decentralization and public fund. In order to approach the Social Assistance Politics, a historical rescue of social assistance was carried out, focusing on the private public partnership since the socio-historical formation of Brazil. It can be seen that social assistance is understood as one of the forms of state intervention that both plays an important role in the intervention of the expressions of the social question and contributes to the maintenance of the capitalist system. This research was based on a bibliographical review and documentary research. Data were collected from programs, projects and budgets in the General Balance Sheet of the State of Mato Grosso, among others. As a result of this research, it was possible to identify orchestrations in the state budget of the Social Assistance Politics, resulting from the private appropriation of the state machine by the dominant classes, which represent the maintenance of old practices in the conduction of SUAS in the state of Mato Grosso.
