Assistência estudantil, domesticação e libertação em debate : o contexto da UFMS, Campus de Coxim

Resumo: | This thesis is a result of a research linked to the Postgraduate Program in Education of the Federal University of Mato Grosso, university campus of Rondonópolis (PPGEdu/UFMT/CUR). It has as object of study the policy of student assistance, materialized by the National Program of Student Assistance (Pnaes), with the objective of analyzing it, from the discourse of its beneficiaries, considering the totality of individuals linked to it (teachers and technician responsible in the facility). It presents as context the campus of Coxim of the Federal University of Mato Grosso do Sul (CPCX/UFMS), emphasizing that it is a policy aimed at the Federal Institutions of Higher Education (IFES). It has as central question understanding if the policy serves for the domestication or for the liberation of the assisted, taking as theoretical support some of the writings of Paulo Freire and of other authors, which contribute in the elucidation of the context of education and of the current world. The research method follows the dialectic perspective, in other words, utilizes only some of the concepts of this method, from Karl Marx and other authors who do a rereading of the essence of this phenomenon. The choice of the theme is justified by the professional practice of the author as an Administrative Technician in CPCX, since, from this experience, ended up noticing deficiencies and limitations in the elaboration, administration, operationalization and evaluation of the policy, primarily in relation to the campuses in the cities outside the capital of the State, since each one has its reality and individuals with specific necessities. In this perspective, it is considered a research of qualitative type, parting from a review of bibliography and applicable legislation on the theme. As main technique in the data collection, it is used semi-structured interview with the beneficiary academics of the two main actions of student assistance existing in CPCX: The Permanency Aid and The Food Aid. The theoretical reference views education as a practice of freedom, a State aimed at the service to the necessities of the most, with a popular and dialectic university, for the education of a dialogic human being, centered in the resolution of the problems in his or her time, who takes care of himself or herself, of the other and the planet he or she lives in. From the voice of the beneficiary academics, subjects of this research, in dialogue with the bibliographies and the legislations, it is evidenced, at first, the absence of their participation, as well as the teachers, in the elaboration, administration and evaluation of the policy in the institution, which makes it bureaucratic, verticalized and in a donation perspective. On the other hand, moments of awareness and impervious participation are confirmed, which indicate the necessity of making it more flexible and democratic, avoiding that it favors the culture of individualism, lack of reflection and increased competitiveness, or, even, the possibility of ingenuous and not reflective acknowledgment. Student assistance is a recent accomplishment of the grassroot classes (ten years). Strengthening the access and the permanency in the university, improving it in the institution, in order to reach the proposed objectives in the legislation, or, if necessary resignify them, aiming at a university which is popular and dialectic, with democratic policies of participative construction, founded in the dialogue, collaborating in the liberation of the ones who to it have access, is presented as a challenge. |

Tem como objeto de estudo a política de assistência estudantil, materializada pelo Programa Nacional de Assistência Estudantil (Pnaes), com o objetivo de analisá-la, a partir do discurso dos beneficiários, considerando a totalidade dos sujeitos a ela ligados (professores e técnico responsável na unidade). Apresenta como recorte o campus de Coxim da Universidade Federal de Mato Grosso do Sul (CPCX/UFMS), ressaltando que essa é uma política voltada às Instituições Federais de Ensino Superior (IFES). Tem como questionamento central entender se ela serve à domesticação ou à libertação dos assistidos, tomando como suporte teórico algumas obras de Paulo Freire e de outros autores, que contribuem na elucidação do contexto da educação e do mundo atual. O método de pesquisa segue uma perspectiva dialética, ou seja, utiliza apenas alguns conceitos deste método, a partir de Karl Marx e de autores que fazem uma releitura dessa abordagem, que lê os fenômenos de forma concreta e histórica, na busca da leitura da essência do fenômeno. A escolha do tema justifica-se pela atuação profissional do autor como Técnico Administrativo no CPCX, pois, a partir dessa vivência, acabou por perceber lacunas e limitações na elaboração, gestão, operacionalização e avaliação da política, principalmente em relação aos campi das cidades do interior do Estado, pois cada um tem sua realidade e sujeitos com necessidades particulares. Nessa perspectiva, denomina-se a pesquisa como do tipo qualitativa, partindo de uma revisão bibliográfica e da legislação pertinente sobre o tema. Como principal técnica na coleta de dados, dispõe-se da entrevista semiestruturada com os acadêmicos beneficiários das duas principais ações de assistência estudantil existentes no CPCX: o Auxílio Permanência e o Auxílio Alimentação. O referencial teórico visa uma educação como prática da liberdade, um Estado voltado ao atendimento das necessidades da maioria, com uma universidade popular e dialética, para a formação de um ser humano dialógico, centrado na resolução dos problemas de seu tempo, que cuida de si, do outro e do planeta em que vive. A partir da voz dos acadêmicos beneficiários, sujeitos desta pesquisa, em diálogo com as bibliografias e a legislação, evidencia- se, de início, a ausência da participação destes, bem como dos professores, na elaboração, gestão e avaliação da política na instituição, o que a torna burocrática, verticalizada e em uma perspectiva de doação. Por outro lado, constatam-se momentos de conscientização e participação estanques, o que indica a necessidade de torná-la mais flexível e democrática, evitando que favoreça a cultura do individualismo, falta de reflexão e competitividade exacerbadas, ou, ainda, a possibilidade de agradecimento ingênuo e não reflexivo. A assistência estudantil é uma conquista recente das camadas populares (dez anos).
