PRÉ-NATAL NO CONTEXTO DA ATENÇÃO PRIMÁRIA À SAÚDE: TECNOLOGIA SOCIAL PROPULSORA DE MELHORES PRÁTICAS EM SAÚDE MATERNO-INFANTIL

Introduction: The theme of this dissertation is inserted in the third Sustainable Development Goal, specifically, in the items of goal 3: By 2030, reduce the global maternal mortality rate to less than 70 deaths per 100,000 live births; By 2030, end preventable deaths of newborns and children under 5 years old, with all countries aiming to reduce neonatal mortality to at least 12 per 1,000 live births and the mortality of children under 5 years old to at least 25 per 1,000 live births. It is also included in the Agenda of Research Priorities of the Ministry of Health: Axis 14 - Maternal and Child Health. Based on the Agenda of Priorities and demand from health managers in the central region of Rio Grande do Sul, a process of qualification of prenatal care was developed, in the form of social technology, with the objective of enhancing initiatives and adding knowledge to reduce maternal-infant mortality rates and the number of cesarean sections. Therefore, the objective was to develop social technology to promote best practices in maternal and child health in the central region of Rio Grande do Sul, through the qualification of prenatal care in Primary Health Care. The methodological course was conducted through an action research, carried out between April/2021 and May/2022, based on a prenatal qualification course of 40 hours/class. In addition to parallel, discussion meetings with 65 health professionals from the 32 municipalities that make up the 4th Regional Health Coordination of the State of Rio Grande do Sul and validation of process and route technology, flowchart modality to guide prenatal care in these towns. This work is part of the project “Qualificação da rede de atenção à saúde materno-infantil na região central do Rio Grande do Sul”, supported by Decit/SCTIE/MS-CNPq FAPERGS No 08/2020 – Research Program for SUS: Shared health management – PPSUS. It is worth noting that most of the different phases of action research were conducted during the pandemic caused by the new Coronavirus (COVID-19) and under the guidance of normative and social restriction protocols. The results of this study showed that social technologies focused on health workers and users favor the exchange of interprofessional knowledge and theoretical-practical articulation, in addition to promoting permanent and collaborative learning, in which everyone is protagonist of best practices in Maternal and Child Health. This process of articulation, integration and prospection of best practices, through collaborative and participatory learning, allowed reflections, (de)constructions, convergences and alignments of network actions, in addition to enhancing initiatives and expanding horizontal perspectives of health care and management. Final considerations: The social technology “Pré-natal no contexto da Atenção Primária à Saúde: tecnologia social propulsora de melhores práticas em saúde materno-infantil” transcends the concept of implementing point, linear and unilateral solutions in health. The process of inducing this social technology clarified, for health professionals, the possibility of expanding knowledge and practices, dialoguing with different social realities, distinguishing local strengths and weaknesses, and even perceiving the interconnection to the comprehensive health network. Product and its applicability: The product is directly related to the qualification of human resources for the Unified Health System, mainly in relation to the qualification of prenatal care, as well as the availability of process and route technologies that guide interprofessional prenatal care in the context of Primary Health Care.
