NEO-CONSERVADURISMO Y EDUCACIÓN EN EL URUGUAY ACTUAL: Ecos de la Escola sem Partido (ESP) en la realidad uruguaya

Resumo: The article is part of a research program that the author coordinates in the Faculty of Humanities and Educational Sciences of the University of the Republic (Uruguay). It works from an approach affected by the perspective of political discourse analysis, adhering to a materialist perspective on discourse (LACLAU, 2004). It is understood that the social processes of meaning construction exceed their linguistic character, emphasizing the analysis of the power relations (FOUCAULT, 2006) in which they are produced, as well as the material effects they generate. This conceptual effort is anchored in reflections about education, so we also assume a framework of reading educational phenomena from a critical pedagogical perspective (PUIGGRÓS, 1994, 2017; GÓMEZ SOLLANO and CORENSTEIN ZASLAV, 2017). The article starts from the assumption that the meanings generated from these right-wing perspectives were part of a broader movement that set itself the goal of disputing the national government to the center-left political force Frente Amplio. These efforts proved successful, as a coalition of conservative and liberal parties achieved victory in the November 2019 national elections. This brought to an end three periods of Frente Amplio government (2005 - 2019). Particularly, the focus is on analyzing the general characteristics assumed by the Escola sin Partido movement in Brazil, tracing some possible points of contact with the recent Uruguayan experience.

Se trabaja desde un enfoque afectado por la perspectiva del análisis político del discurso, adhiriendo a una perspectiva materialista en torno al discurso (LACLAU, 2004). Se entiende que los procesos sociales de construcción de sentidos exceden el carácter lingüístico de los mismos poniéndose énfasis en el análisis de las relaciones de fuerza (FOUCAULT, 2006) en las que se producen, así como en los efectos materiales que generan. Este esfuerzo conceptual se ancla en reflexiones acerca de la educación, por lo que también asumimos un marco de lectura de los fenómenos educativos desde una perspectiva pedagógica crítica (PUIGGRÓS, 1994, 2017; GÓMEZ SOLLANO y CORENSTEIN ZASLAV, 2017). El artículo parte de la base de asumir que las significaciones generadas desde estas perspectivas de derecha fueron parte de un movimiento más amplio que se fijó como objetivo disputar el gobierno nacional a la fuerza política de centro-izquierda Frente Amplio. Estos esfuerzos resultaron exitosos, ya que una coalición de partidos conservadores y liberales consiguió el triunfo en las elecciones nacionales de noviembre de 2019. De este modo se puso fin a tres períodos de gobierno del Frente Amplio (2005 - 2019). Particularmente, se hace centro en analizar las características generales que ha asumido el movimiento Escola sin Partido en Brasil, trazando algunos posibles puntos de contacto con la experiencia uruguaya reciente.O artigo se inscreve em um programa de investigação que o autor coordena na Faculdade de Humanidades e Ciências da Educação da Universidade da República (Uruguai). Trabalhamos a partir de uma abordagem influenciada pela perspectiva da análise política do discurso, aderindo a uma perspectiva materialista do discurso (LACLAU, 2004). Entende-se que os processos sociais de construção de significados extrapolam seu caráter linguístico, enfatizando a análise das relações de poder (FOUCAULT, 2006) em que são produzidos, bem como dos efeitos materiais que geram. Esse esforço conceitual está ancorado em reflexões sobre a educação, portanto, assumimos também um quadro de leitura dos fenômenos educacionais a partir de uma perspectiva pedagógica crítica (PUIGGRÓS, 1994, 2017; GÓMEZ SOLLANO e CORENSTEIN ZASLAV, 2017). O artigo parte do pressuposto de que os sentidos gerados a partir dessas perspectivas de direita faziam parte de um movimento mais amplo que se propunha disputar o governo nacional com a força política de centro-esquerda Frente Amplio. Esses esforços foram bem-sucedidos, pois uma coalizão de partidos conservadores e liberais venceu as eleições nacionais de novembro de 2019. Dessa forma, foram encerrados três períodos de governo da Frente Ampla (2005-2019).
