Resumo: The central theme approached by the author is housing policy in the metropolitan region of Belém, in an attempt to understand the relationship between the restarting of the decision-making process and the formulation and implementation of public policy within a democratic context and occupation movements in urban areas. Two instances are considered in the discussion: one related to the dynamics of housing policy formulation by public institutions and the other which aims to understand the representation of this process that the «occupants» of these invaded spaces have.
