Study of explanatory factors associated with health efficiency generated in SRS and GRS in the state of Minas Gerais during the COVID-19 pandemic

Resumo: | Purpose: To understand the efficiency of Health Superintendencies and Regional Health Managements and their microregions in relation to their explanatory factors. Methodology: Using DEA methodology for efficiency scores calculations and applying an inflated beta regression model based on these scores. Main results: Large urban centers showed lower efficiency compared to smaller cities, possibly due to migrations in search of better resources and treatment. The number of municipalities under the management of SRS and GRS negatively impacted their efficiency. Positive factors for efficiency included population density, left-wing political ideology, and vaccination. On the other hand, education, FIRJAN Index, and right-wing ideology had a negative impact on municipal efficiency. Academic contributions: In a scenario of intense political clashes and polarized ideologies, the study highlights the need for research that considers not only concrete factors like local realities but also subjective factors and political leadership. Practical contributions: It enables public management to act according to the diverse characteristics of localities, indicating that mass testing, mask-wearing, and vaccination incentives are essential in health crises like COVID-19. |

Metodologia: para os cálculos de escores de eficiência utilizou-se a metodologia DEA e aplicação de um modelo de regressão beta inflacionado com base nesses escores. Principais resultados: Grandes centros urbanos tiveram menor eficiência comparados a cidades menores, possivelmente devido a migrações em busca de melhores recursos e tratamento. O número de municípios sob a gestão das SRS e GRS impactou negativamente sua eficiência. Fatores positivos para a eficiência incluíram densidade populacional, ideologia política de esquerda e vacinação. Por outro lado, escolaridade, Índice FIRJAN e ideologia de direita tiveram impacto negativo na eficiência dos municípios. Contribuições acadêmicas: Em um cenário de grandes embates políticos e ideologia dicotomizadas e polarizadas, o estudo acende a chama para pesquisas que considerem não somente fatores concretos como as realidades de cada localidade, mas também fatores subjetivos e de liderança política.
