A representação nos conselhos distritais de saúde do município de João Pessoa-PB: as perspectivas de controle social na saúde

The District Health Council (CDS) is a consultative, joint space and aims to facilitate public participation in monitoring the actions and services of the Unified Health System (SUS). Creating spaces such aims the decentralization process and the importance of social control in health policy. The representation in CDS is the object of study of this work understood as an important part in the decision making process associated with participation. For this reason, the unprecedented nature of the CDS in the city of João Pessoa-PB reveals the importance of this theoretical construct, but mainly to provide district councilors fruitful analysis of the potential and limits of the deliberative process of representation. The study was part of the assumptions of a quantitative and qualitative research analysis, based on the principles of content analysis with descriptive and exploratory approach. The universe of the study was to meetings and plenary meetings of CDS João Pessoa-PB. The first stage of the research was to document analysis assumption for CDS to identify two characteristics of high and low representativeness. Later, it was applied in the form with advisers from both CDS features of larger and smaller representation, ie, 6 subjects in each CDS equivalent to 12 subjects studied. Under the quantitative approach tables have been prepared to present the search results associated with qualitative perspective in the analysis and exposure of the placements of the subjects studied. This research allowed us to identify the deployment process, legitimacy and organization of district health councils in João Pessoa-PB since 2011, the period of its implementation until the time of the survey in 2013. As the study indicates, the representation of the counselors found on the level of protection because while creating these spaces encourage social control and participation of civil society, the effect is the reverse and the population view these representatives as solely responsible for the discussion of health policy in the health district. Another important issue is related to the lack of resoluteness deliberations in CDS and the need for publicizing meetings. We notice that these CDS have an undeniable vitality to the health policy of the city of João Pessoa-PB and its unprecedented nature is not tied to the idea of their fragility, but affirms traditional issues rooted in cultural, political and ideological processes. We emphasize the importance of further reflection on the qualification of the performance of Representatives and the possibilities that these spaces can provide when understood from the perspective of participatory democracy.
