In a globalized world, companies are forced to raise their competitiveness , using to this end, new forms of organization as well as by diversifying their strategies. Micro and Small Enterprises - MSEs are not out of this reality , having to adapt to the market need . The local productive settlements , LPS is one of the ways chosen by the government and development agencies to strengthen MSEs because the joint action generates gains that would not be achieved in isolation . It is in this context that the State of Ceará , more precisely in the sedimentary basin of Araripe , in Nova Olinda and Santana do Cariri , located in major conurbations , places where you can find mineral base laminated sedimentary limestone, known commercially as " stone Cariri "whose exploitation of such deposits is via an APL fostered by the state government and the CETEM . This dissertation seeks to understand how the interactions of social, economic and political aspects interfere in the formation and promotion of activities developed by the local layout components . The main focus was arrested in the study of competitive advantages gained through cooperation between companies . The study methodology consisted of a literature review about the typology of clusters , models of competitiveness analysis to identify key variables and perform a cross between the models and define themselves in this way , variables that would be used in this work . A field research with the application of a semi - structured questionnaire relying on variables defined in the aforementioned intersection was performed . For data analysis , nonparametric methods were used , the analysis of the discourse of the interviewees' statements and the crossing of field data and documentation obtained . It was found that the APL Mineral Cariri - EC consists of 33 mining companies , all due to legal requirements , affiliated to cooperatives . The consumer product market extracted extends from the northern region of Brazil to Spain , the latter still very small in quantity . It was observed that the components of the APL does not have an exact understanding of the importance and relevance of joint action for the activity. Moreover , it was observed that hand labor available for APL is predominantly formed by workers with low levels of education . The components of APL not give great importance to innovation strategies , despite these facts , it was found that the performance in arrangement generated competitive advantages for its members , such as the modernization of the extraction process and the barrier to new entrants . Finally , we highlight the dire need for better awareness of the members of APL due to consolidation of the same .
