Proposição de indicadores de sustentabilidade para análise do gerenciamento dos Resíduos de Equipamentos Eletroeletrônicos (REEE)

Resumo: | The intense generation of Waste Electrical and Electronic Equipment (WEEE), accelerated in recent years, has become a challenge for sustainability, since it produces numerous environmental, social and economic impacts. However, through proper management, with treatment and final disposal, risks to human health and the environment are minimized. In this sense, the use of indicators has been of great use in the evaluation and monitoring of the goals to be achieved in the management of WEEE in the municipalities, constituting an important tool in the analysis of the sustainability of WEEE management programs. The objective of this research is the development of sustainability indicators for the evaluation of the WEEE management system in Brazilian municipalities. For this, a set of 31 indicators created, adapted or selected from the literature to be celebrated through the Delphi Method was gathered. It took two rounds of the method to refine the indicators and research relevant to the study by specialists in Brazil. In addition, the availability of data to feed the indicators was analyzed according to the experts' opinion. As a result, a matrix was found composed of 22 indicators (with calculation method, descriptors of the sustainability trend and their respective notes) separated into five dimensions of sustainability, six indicators of the Political / Institutional dimension, six of the Knowledge / Coverage dimension, three from the Economic dimension, two from the Social dimension and five from the Environmental dimension, and the proposal for the calculation of the matrix's sustainability index was also presented. In 9.1% of the indicators there was a majority response of availability, 50% average and 40.9% low availability of data supplied to the indicators. Based on the application of the Matrix generated in municipalities, it is expected to obtain a diagnosis of the sustainability of the management of WEEE, which can be used as an instrument of environmental sanitation policy, by the Public Power and, not a subsidy for the implementation of measures that promote the progress in the management of this waste. |

No entanto, através de um gerenciamento adequado, com tratamento e disposição final adequados, os riscos à saúde humana e ao meio ambiente são minimizados significativamente. Neste sentido, o uso de indicadores tem mostrado grande utilidade na avaliação e no acompanhamento das metas a serem atingidas no gerenciamento dos REEE nos municípios, constituindo uma ferramenta importante na análise da sustentabilidade dos programas de gerenciamento de REEE. O objetivo dessa pesquisa é o desenvolvimento de indicadores de sustentabilidade para avaliação do sistema de gerenciamento de REEE em municípios brasileiros. Para isso, reuniu-se um conjunto de 31 indicadores criados, adaptados ou selecionados da literatura para serem validados através do Método Delphi. Foram necessárias duas rodadas do referido método para refinar os indicadores e obter opiniões relevantes para o estudo por parte de especialistas distribuídos no Brasil. Além disso, foi analisada a disponibilidade de dados necessários à alimentação dos indicadores segundo a opinião dos especialistas. Como resultado foi obtido uma matriz composta por 22 indicadores (com forma de cálculo, descritores da tendência à sustentabilidade e suas respetivas notas) separados em cinco dimensões da sustentabilidade, sendo seis indicadores da dimensão Política/Institucional, seis da dimensão Conhecimento/Cobertura, três da dimensão Econômica, dois da dimensão Social e cinco da dimensão Ambiental, e também foi apresentado a proposta de forma de cálculo do índice de sustentabilidade da matriz. Em 9,1% dos indicadores foi registrado resposta majoritária de alta disponibilidade, 50% média e 40,9% baixa disponibilidade de dados necessários à alimentação dos indicadores.
