This study intends to investigate the social participation of community leaders in the construction of the Social Assistance Policy process. The research was conducted in Bayeux city, Paraíba, with community leaders who work in the city with the Social Assistance Policy and they are inserted in managing councils (Municipal Council of Social Assistance - CMAS, etc.). Interest in research has started by the experience in the social assistance policy in the municipality, so it was possible to observe the process of participation of community leaders with politics. The research had the general objective to understand how community leaders have participated in the construction / reconstruction of social assistance policy in Bayeux city / PB. As for the specific objectives are to trace the socioeconomic profile of the interviewed community leaders, analyze the knowledge of community leaders about laws and services of social assistance policy in the municipality, identify how community leaders demand services of the Social Assistance Policy for problems in its territory of operation, and finally identifying the understanding or not the community leaders in recognition of the benefits and services of social protection as a right. The research was conducted with eight community leaders participating managers linked to policy advice, with a sample of 80% since the group had a total of ten community leaders inserted on the boards. In the research process we opted for the type of field research. They used semi-structured interviewed with the recorder of use in order to get all the lines. The collected data were then categorized, and the quantitative transformed into graphical representations through the use of Excel and the qualitative systematized from the analysis of the speeches according to Bardin content analysis method (2009). The first chapter seeks to discuss the concept of participation and the relationship of social participation with the emergence and development of social policies in Brazil. The second chapter seeks to understand the process of social participation in the effectiveness of social assistance policy in Brazil since its genesis as an initiative of civil society and characterized by philanthropy to its consolidation as a public policy, with its institutionalized forms of social participation. The third and last one chapter is the analysis of data collected in the field research. The research has shown that the process of participation in the Social Assistance Policy requires an analysis and own political knowledge, recognizing its developments and advances in the Brazilian scenario, necessitating the construction of channels for participation in the management of municipal policy.
