Resumo: Aiming to meet the environmental needs of the world economy and protect the environment from the exacerbated consumption of fossils, the seventh Goal defends clean and affordable energy. In search of evaluation strategies and public policies for the sustainable market, providing circularity in production processes, the circular has become an economic model. Bioenergy comes to a growing world energy demand and energy resources for energy consumption comes in the global energy matrix in the mitigation of complementary forests of greenhouse gases, in food security, in the greenhouse and in the economy. More specifically, it carried out a review of eco-efficiency recommendations and the international energy framework for bioenergy (PFE) for a bioenergy from a circular economy perspective; evaluated the echo of PFEs through a multi-criteria analysis, adjusting to a global concentration and competitiveness of their exports. The methodologies used were bibliometrics and content analysis; a multi-criteria analysis (Promethee); market concentration indicators; differential and structural analysis, and; revealed comparative advantages. The main results that are efficient and the bioenergy economics studies are recent, the most important being the most environmentally friendly PFEs and the pellets are the most recent. In the late 20th century PFE mergers, as indicators were projected, as final concentrated and competitive mergers. From the 21st century onwards, deconcentration trends occurred and after 2010 of production, exports and FE production had a competitive market. As a consumption, differential and consumption model, which is in front of the PFE carbonization goals, if he is the consumer. In this way, through the comparative advantages revealed, countries with a forestry vocation have specialized in the production of PFE. It is concluded that PFE represents an adequate, safe and circular energy option, providing a functional and sustainable market structure.

Em busca de avaliar estratégias e políticas públicas ao mercado sustentável, proporcionando circularidade nos processos produtivos, a economia circular tem se tornado comum como modelo econômico. A bioenergia vem para complementar a crescente demanda energética mundial e os recursos florestais para energia vem ganhando espaço na matriz energética global, seja na mitigação das emissões dos gases de efeito estufa, na segurança alimentar, no emprego e na renda. Contudo, esta dissertação analisou a ecoeficiência e estrutura do mercado internacional dos produtos florestais para energia (PFE) de 1961 a 2020. Mais especificamente, realizou uma revisão sistemática de literatura para a bioenergia sob a perspectiva da economia circular; avaliou a ecoeficiência dos PFE por meio de uma análise multicritério, analisou a concentração e a dinâmica do mercado internacional mundial e a competitividade das exportações deles. As metodologias utilizadas foram a bibliometria e análise de conteúdo; a análise multicritério (Promethee); indicadores de concentração de mercado; análise diferencial e estrutural, e; vantagens comparativas reveladas. Os principais resultados mostraram que estudos relacionados à bioenergia e economia circular são recentes, ademais ressaltaram que dentre os PFE mais ecoeficientes o carvão e os pellets foram os preferíveis. Nos indicadores de concentração de PFE, até final do século XX, as importações foram concentradas, as exportações moderadamente concentradas e a produção competitiva. A partir do século XXI, houve tendências de desconcentração e depois de 2010 as importações, as exportações e a produção de PFE tiveram um mercado competitivo. As análises, diferencial e estrutural, mostraram que diante das metas de descarbonização enérgicas, se elevou o consumo de PFE. Desse modo, por meio das vantagens comparativas reveladas, os países com vocação florestal se especializaram na produção de PFE.
