This masters thesis, The expression of postmodern neo-conservatism in the Brazilian social assistance policy, aims to identify the array of theoretical concepts of risk and social vulnerability, and from this we analyze the theoretical and political implications of these concepts in reasoning of social assistance policy in the current situation in combating the "social question". This is to show the theoretical and political matrix that influences the structure of the theory of risk and social vulnerability in contemporary societies, in view of the influence that these concepts come to occupy in the construction of social protection paradigm of the World Bank. The incorporation of these concepts have been cross the formulation and operationalization of the Brazilian Social Assistance Policy. In the theoretical literature survey, found that the theoretical perspectives of authors who work these concepts hold intrinsic relationship with positivism and postmodern thought. We hypothesized that the concepts that has guided the construction of the new paradigm of social protection aimed at "social risk management" towards segments of the population "at risk and social vulnerability", builds its intervention based on the figure of the individual are imbued with a clear conservative direction that is directly related to the assumptions of postmodern theory, setting up a kind of post-modern neoconservatism. In this sense, our study showed that the actions of the social assistance policy shall be created focusing on the individual and the situations that expose them to risk, through strategies of empowerment, human development and assets, thus trying to solve the inequality social stimulation through individual potential subjects as well incorporating a conservative way of coping with expressions of "social issue". To confirm this hypothesis, we proceed documentary theoretical research, analyzing the concepts of risk and social vulnerability, the theoretical perspective of the french sociologist Robert Castel, whose theoretical work is widely known in Social Work, through their studies of the emergence of a "new social question" and the theoretical advocates of "third - way", Ulrich Beck and Anthony Giddens who shall endorse the concepts of social protection established by the World Bank in the current situation.
