Relações entre motivações e tipologias de coprodução do bem público

Resumo: | The general objective of this research is to propose a public good co-production model that relates citizens' motivations and co-production typologies. It is expected to provide subsidies to managers in the elaboration and implementation of public policies to be developed in partnership with society. We seek to answer the question: what is the relationship between the individual's motivation to co-produce and the type of co-production desired? It is intended to provide subsidies for managers to know the motivations of citizens to get involved in coproductive activities and the form of execution, in order to be something interesting for both parties. Thus, the specific objectives are: (I) to improve Bezerra's scale of motivations for coproduction (2020); (II) create a scale of co-production typologies; and (III) create an analysis model validated through the statistical technique of structural equation modeling (SEM). The thesis argument consists of the possibility of stimulating the exercise of citizenship, through co-production. The constituent items of this thesis are interrelated and refer to: citizenship, “civil society” and co-production. Indeed, levels of citizenship can be improved by promoting co-production, via third-sector organizations or through direct action by citizens. The first specific objective was achieved by improving the scale of motivations for co-production proposed by Bezerra (2020). The procedures adopted in that research were reviewed, which proposed a model consisting of twelve items divided into four dimensions. After the review, a new scale consisting of eleven items with the same dimensions was arrived at. Subsequently, the second specific objective was achieved, through the creation and validation of the instrument for measuring co-production typologies. It is an unprecedented scale with great potential to contribute to co-production studies, which predominantly makes use of qualitative research and case studies. The third specific objective was achieved by testing the research hypotheses with the aid of statistical techniques that helped to understand how the variations in typologies can be explained by variations in motivations. Thus, at the end of this research, it was concluded that the motivational aspects work as good predictors for the co-production typologies of the public good. Specifically, self-efficacy motivations were those that showed more consistent relationships with the five types of co-production proposed in this research. This research also had theoretical implications by filling the gaps pointed out by Brandsen and Honingh (2016), regarding the relationship between motivations and personal characteristics and the nature of activities. And also the one cited by Chaebo and Medeiros (2017), which lists two or more of the “concepts” presented, including motivations and typologies (levels and forms). Thus, this research could be useful in future studies on the coproduction of the public good. |

Espera-se fornecer subsídios aos gestores na elaboração e implementação de políticas públicas a serem desenvolvidas em parceria com a sociedade. Busca-se responder a pergunta: qual a relação entre a motivação do indivíduo para coproduzir e o tipo de coprodução desejada? Pretende-se fornecer subsídios para que os gestores conheçam as motivações dos cidadãos para se envolverem em atividades coprodutivas e a forma de execução, de modo a ser algo interessante para ambas as partes. Assim, os objetivos específicos são: (I) aperfeiçoar a escala de motivações para coprodução de Bezerra (2020); (II) criar uma escala de tipologias de coprodução; e (III) criar um modelo de análise validado por meio da técnica estatística de modelagem de equações estruturais (MEE). O argumento de tese consiste na possibilidade de estímulo ao exercício da cidadania, por meio da coprodução. Os itens constituintes desta tese estão inter-relacionados e se referem a: cidadania, “sociedade civil” e coprodução. Com efeito, podem-se melhorar os níveis de cidadania com a promoção da coprodução, via organizações do terceiro setor ou pela atuação direta dos cidadãos. O primeiro objetivo específico foi alcançado por meio do aprimoramento da escala de motivações para coprodução proposta por Bezerra (2020). Foram revisados os procedimentos adotados naquela pesquisa, que propôs um modelo composto por doze itens divididos em quatro dimensões. Após a revisão, chegou-se a uma nova escala formada por onze itens com as mesmas dimensões. Na sequência, o segundo objetivo específico foi alcançado, por meio da criação e validação do instrumento de mensuração de tipologias de coprodução. Trata-se de uma escala inédita com grande potencial de contribuição para os estudos em coprodução, que predominantemente se vale de pesquisas qualitativas e estudos de caso. O terceiro objetivo específico foi alcançado por meio da testagem das hipóteses de pesquisa com o auxílio de técnicas estatísticas que ajudaram a compreender o quanto as variações das tipologias podem ser explicadas pelas variações das motivações. Assim, ao final desta pesquisa, chegou-se a conclusão de que os aspectos motivacionais funcionam como bons preditores para as tipologias de coprodução do bem público. Especificamente, as motivações de autoeficácia foram aquelas que apresentaram relações mais consistentes com os cinco tipos de coprodução propostos nesta pesquisa. Esta pesquisa também trouxe implicações teóricas ao preencher as lacunas apontadas por Brandsen e Honingh (2016), no que se refere à relação entre as motivações e características pessoais com a natureza das atividades. E também aquela citada por Chaebo e Medeiros (2017), que relaciona dois ou mais dos “conceitos” apresentados, dentre os quais motivações e tipologias (níveis e formas).
