Educação popular e vulnerabilidade social: um estudo sobre ações educativas no contexto do Serviço de Convivência e Fortalecimento de Vínculos (SCFV)/Mamanguape-PB

Resumo: | This work investigated the socio-educational activities developed by the Service of Coexistence and Strengthening of Personal Links (SCFV) in the municipality of Mamanguape-PB. The SCFV was regulated by Resolution of the National Council of Social Assistance (CNAS) no102/2009, and reordered years later through Resolution/CNAS no01/2013. It is a proactive and preventive service, guided by the defense and affirmation of rights and by the development of capacities and potential of individuals, seeking to reach alternatives to face vulnerabilities and situations of social risk. The activities carried out by the SCFV must be organized taking into account its three guiding principles: social coexistence, the right to be and participation. The general objective of this study was to analyze the contributions of the Service of Coexistence and Strengthening of Personal Links (SCFV) in the municipality of Mamanguape PB, from an educational point of view, for the process of changing the lives of the popular sectors that are its target public. This general objective gave rise to other specific objectives in the following direction: 1) to know the administrative and educational principles that guide the activities of the SCFV; 2) to understand the perceptions of the adolescent public about the activities developed by the SCFV; 3) to describe the activities developed by social educators. From the theoretical point of view, the research took into account, for example, the contributions of Popular Education and Social Education. Methodologically, it is characterized as a qualitative research, having been operationalized by conducting narrative interviews and conversation circle with ten adolescents attending the SCFV for at least three years and semi structured interviews with four social educators who have developed activities in the institution in the last five years. The empirical material resulting from the interviews with the social educators was analyzed using the Thematic-Categorial Content Analysis technique. Among the results, it was found that the educational contributions of the SCFV are related to the cognitive, secondary socialization and social inclusion dimensions. Several activities and strategies aimed at the target audience were found, such as cultural workshops and social guidance carried out through thematic group activities focused on social development and citizenship. Furthermore, it was possible to identify different elements that condition the work of social educators. Among the conclusions, it can be inferred from the research, for example, that the SCFV has contributed to life-changing processes of its target audience, including assisting in professionalization. But, on the other hand, such a contribution is conditioned by the limitations of institutional relations. |

O SCFV foi regulamentado pela Resolução do Conselho Nacional de Assistência Social (CNAS) no102/2009, e reordenado anos depois por meio da Resolução/CNAS no01/2013. Trata-se de um serviço de caráter proativo e preventivo, pautado pela defesa e afirmação de direitos e pelo desenvolvimento de capacidades e potencialidades dos indivíduos, buscando alcançar alternativas para o enfrentamento das vulnerabilidades e situações de risco. As atividades executadas pelo SCFV devem ser organizadas de modo a considerar seus três eixos norteadores: convivência social, direito de ser e participação. O objetivo geral deste estudo foi analisar as contribuições do Serviço de Convivência e Fortalecimento de Vínculos (SCFV) do município de Mamanguape-PB, do ponto de vista educativo, para o processo de mudança de vida dos setores populares que são o seu público-alvo. Este objetivo geral suscitou outros específicos na seguinte direção: 1) conhecer as diretrizes administrativas e educativas que norteiam a atuação do SCFV; 2) compreender as percepções do público adolescente sobre as atividades desenvolvidas; 3) descrever as atividades que são desenvolvidas pelos educadores sociais. Do ponto de vista do referencial teórico, a pesquisa teve em conta, por exemplo, os aportes da Educação Popular e da Educação Social. Metodologicamente, caracteriza-se como uma pesquisa qualitativa tendo sido operacionalizada mediante a realização de entrevistas narrativas e roda de conversa com dez adolescentes frequentadores do SCFV há pelo menos três anos, e entrevistas semiestruturadas com quatro educadores socais que desenvolvem atividades junto ao público-alvo há cinco anos. O material empírico resultante das entrevistas com os educadores sociais foi analisado mediante a técnica de análise de conteúdo temático-categorial. Verificou se, dentre outros os resultados, que as contribuições educativas do SCFV estão relacionadas às dimensões cognitiva, de socialização secundária e inclusão social. Foram encontradas diversas atividades e estratégias voltadas ao público-alvo, como as oficinas culturais e orientações sociais realizadas a partir de atividades grupais, tematizadas, dinâmicas, voltadas ao desenvolvimento social e à construção da cidadania. Além disso, foi possível identificar diferentes elementos que condicionam o trabalho dos educadores sociais.
