O direito à educação e as classes hospitalares: discurso de gestores de um hospital-escola

Resumo: | Based on the assumption that Hospital Care is a modality of teaching that is still little known, and the various problems that are being faced by Brazilian society today, there is a need to analyze the State's duty to provide educational services to children and adolescents who are hospitalized and, as a result, are unable to attend school. Based on this, this study has the objective of analyzing the factors that contribute to the (non) implantation of the Hospital Classes in the HULW, from the speeches of its managers. For this, we use the dialectical paradigm as a method of theoretical-analytical approach, being the exploratory-descriptive research, with a qualitative approach. As for the technical procedures, the research is bibliographical, documentary, field and case study. For the data collection, a semi-structured interview with objective and subjective questions was chosen. The study population consisted of HULW managers. In this sense, the sample was composed following the organization chart of the study hospital, in which four managers of the institution were chosen: a superintendent and three managers linked to the planning unit (a health care manager, a teaching and research manager, and a administrative manager). In the process of data analysis, the profile of the research participants was evaluated and the triggering questions were explored, which were divided into categories, subcategories, frequency and percentage. The data revealed that all managers see the possibility of executing educational practices within the institution, but most of them do not know the concept, the legislation and say that the hospital does not have the financial resources. In the same context, most managers consider that the hospital service performed by the HULW can assist in the educational process of hospitalized children and adolescents, as well as contribute to the process of recovery of the same, however the administrators have not participated, planned or discussed about the subject matter. Given this, we infer that the problems faced by children and adolescents are urgent to be solved and must be solved, thus avoiding the worsening of the situation and the resulting damages. The absence of the hospital class is a fact; therefore, we call attention to the need for a face-to-face discussion that culminates in the implementation / implementation of this strategy. We believe that the political will and the more humane and less assistential views of managers can be consolidated in the implementation of public policies instituted. |

Baseado nisso, esse estudo tem o objetivo de analisar os fatores que contribuem para a (não) implantação das Classes Hospitalares no HULW, a partir dos discursos de seus gestores. Para tanto, utilizamos o paradigma dialético como método de abordagem teórico-analítico, sendo a pesquisa realizada do tipo exploratóriadescritiva, com enfoque qualitativo. Quanto aos procedimentos técnicos, a pesquisa é bibliográfica, documental, de campo e estudo de caso. Para a coleta de dados, foi escolhida a entrevista semiestruturada com perguntas objetivas e subjetivas. A população do estudo foi constituída por gestores do HULW. Neste sentido, a amostra foi composta seguindo o organograma do hospital do estudo, no qual foram escolhidos quatro gestores da instituição: um superintendente e três gerentes ligados à unidade de planejamento (um gerente de atenção à saúde, um gerente de ensino e pesquisa e um gerente administrativo). No processo de análise dos dados, foi avaliado o perfil dos participantes da pesquisa e logo após foram exploradas as questões disparadoras, sendo divididas em categorias, subcategorias, frequência e percentual. Diante disso, os dados revelaram que todos os gestores vislumbram a possiblidade da execução de práticas educacionais dentro do instituição, porém em sua maioria desconhecem o conceito, a legislação e afirmam que o hospital não tem recursos financeiros. No mesmo contexto, a maioria dos gestores consideram que o serviço hospitalar executado pelo HULW poderá auxiliar no processo educacional das crianças e adolescentes internados, assim como contribuir no processo de recuperação das mesmas, no entanto os administradores não tem participado, planejado ou discutido sobre o assunto. Diante disso, inferimos que os problemas enfrentados por crianças e adolescentes têm urgência em serem resolvidos, devendo ser solucionados, evitando assim o agravamento da situação e os prejuízos decorrentes. A inexistência da classe hospitalar é fato; portanto, chamamos atenção para a necessidade de uma discussão presencial que culmine na efetivação/implantação dessa estratégia.
