The following study estimated the performance of municipal management and its efficiency for the state of Paraíba considering the financial information and the results for a management cycle from 2009 to 2012 considering the education, health and administration areas. For this, we used the empirical model of the approach proposed by Afonso, Schuknech and Tanzi (2005), which was adapted to municipal reality, providing on a simple and direct manner results on the global management performance and minimizing efficiency default problems produced by the non-parametric Free Disposal Hull (FDH) method. This research also demonstrates the importance of performing a relational analysis of the effectiveness and efficiency of public expenditures, as well as providing municipal managers with non - virtual managerial references that promote the public spending efficiency, considering when possible the population or geographic reality of the municipality that is inefficient. The use of data on measures of misapplication of public resources resulted on a negative influence of corruption detected on the performance in specific areas of education and health. Finally, it was found that there are opportunities for improvements health, education and administration areas, as well as the opportunity on reducing the waste of public resources in hundreds of millions Reais.
