The main objective of the work was to identify the elements that constitute the professional competence of public lawyers in the preventive fight against corruption, taking as a scenario the action’s context of attorneys for municipalities in the metropolitan region of João Pessoa. The institutionalization of public advocacy and its respective members to perform the activities of control of legality and defense of public power was a starting point for reflection on the questioning, considering that the existing studies only supported discussions in the theoretical field, thus, there is no an empirical analysis of this assertion in view of the conformation of its role as essential function to justice as constitutional attorney role in the Democratic State of Law. Specific objectives were set out to characterize the context of municipal attorneys' performance, to identify the competencies of such professionals, especially in the preventive fight against corruption. The theoretical lenses of professional competence emerged as a viable alternative to proceed with the analysis, since they add information and potential constructive components capable of identifying the elements that make up the profile of the professional destined to fulfill the institutional mission of public lawyers in their perception as agents of state, with common principles, values and objectives, and, as a consequence, to indicate if they corroborate with the model of an institutionalized public advocacy. The dynamism of the theory of competence required a better understanding of its multiplicity of concepts and adaptability of its elements in order to adapt it to the specificity of the public function studied, without losing its original essence, through a revision, or rather, a theoretical adequacy for, then use it as an analysis tool. The central components of professional competence (cognitive, functional, behavioral, ethics / values) of the model by Cheetham and Chivers (1998) were used as a reference for data analysis. The information collected in the research converged to the elements of legitimacy, organicity and integrative mobilization as evidence of specific assumptions to conform the collection of professional competence of public attorney in the preventive fight against corruption, leading to the proposal of new studies for the construction of a model.
