A PROBLEMÁTICA DOS CORTIÇOS PELOTENSES ENTRE OS SÉCULOS XIX E XX

Resumo: O presente artigo trata da formação, expansão urbana e o surgimento dos cortiços no século XIX e início do século XX na cidade de Pelotas, Rio Grande do Sul. Desde o surgimento deste tipo de residência na segunda metade do século XIX até, pelo menos, os anos de 1920 – década final a qual esta pesquisa abrange – houve um grande esforço por parte do governo e das elites locais, permeado de preceitos originários das políticas higienistas, para que os mesmos fossem afastados para as periferias da cidade. A partir dos movimentos de expansão urbana, o centro da cidade, seus terrenos e edificações valorizaram em termos econômicos. Por tal motivo, os cortiços deveriam sair desta zona central tanto por questões estéticas quando para que houvesse uma maior valorização deste centro.Abstract: The following paper talks about the formation, urban expansion and the emergence of 19th and early 20th century slums at Pelotas city, Rio Grande do Sul state. Since the rise of this kind of residential building, during the second half of the 19th century up to, at least, the 1920s – the last decade covered by this research – government and local elites had been putting a great effort in order to move away from these residences towards the outskirts of the city. All of this ideas were paved around hygienist ideals. Lots and edifications in downtown Pelotas had an increase in economic value because of the expansion of that area. That being said, it was important to force a migration of these slums, away from central areas, based upon aesthetic reasons and in order to increase even more the value of the area.
