From observer to full member: the slow multilateral walk of Canada towards the OAS (1972-1990)

Resumo: The Canadian politics is more biased to bilateral than multilateral  relations, especially for not favoring any international organization. Canada operates in multilateral scene with a peculiar pragmatism that leads it to play a deep moving toward its own reasoning. When the United Nations was created, Canada was one of the founders whose presence was marked not only by the making of the Charter, but also as part of  peacekeeping issues. However, its behavior was not repeated in relation to the Organization of American States, although it is one of the oldest regional organizations in the world. Between 1972 and 1990, Canada was only an OAS observer. The primary intent of this article is to analyze the importance of multilateralism in the international arena with a focus on the Organization of American States, to examine Canada’s role in its twenty years as a full member, and to try to relate its late decision regarding John Gerard Ruggie’s multiculturalism.

O Canadá atua no espaço multilateral com um pragmatismo peculiar que o leva a desempenhar uma movimentação profundamente voltada para seu próprio raciocínio. Quando da criação da Organização das Nações Unidas, foi um dos fundadores, com presença marcada não somente pela feitura da Carta, mas também no âmbito do peacekeeping. Porém, o seu  comportamento não se repetiu em relação à Organização dos Estados Americanos, apesar de ela ser uma das mais antigas organizações regionais do mundo. Entre 1972 e 1990, o Canadá foi apenas umobservador.
