Nos anos 1990, emergiram o conceito de mobilidade urbana sustentável e pesquisas referentes a como avaliá-la e a como transformá-la por meio de políticas e planos de mobilidade. Uma revisão bibliográfica destacou indicadores orientados a aferir quão sustentável é a mobilidade em uma cidade, mas revelou escassa investigação sobre o potencial transformador de um plano de mobilidade. Portanto, acredita-se ser válido elaborar um instrumento que possa ser aplicado de modo a evitar a elaboração de planos que não tenham a capacidade de transformar a realidade da mobilidade local. Assim, este trabalho objetivou desenvolver uma ferramenta de indicadores para avaliar o potencial de um plano de mobilidade em contribuir para o alcance do desenvolvimento urbano sustentável. Treze elementos indutores de transformação foram selecionados, a partir de casos internacionais de reconhecido êxito, e posteriormente validados por cotejo com: a literatura relevante; os Objetivos do Desenvolvimento Sustentável; a Política Nacional de Mobilidade Urbana; e a consulta a especialistas. Esta consulta permitiu construir vetores de pesos relativos para os treze elementos. Na sequência, os elementos foram subdivididos em afirmativas, as quais permitem a avaliação do plano por um escalonamento Thurstone (sim o plano satisfaz à afirmativa; ou não - o plano não satisfaz à afirmativa). O método proposto compila as respostas às afirmativas, gerando graus de satisfação por elemento estratégico em uma escala tipo Likert (0 a 6). A média ponderada, pelos pesos relativos, dos resultados por elemento leva a uma avaliação sintética do potencial transformador do plano. Por fim, o procedimento foi aplicado a planos de mobilidade de quatro municípios brasileiros de distintos portes, três pertencente a regiões metropolitanas e três no estado de Pernambuco, concluindo-se por potenciais transformadores variando entre 34% e 84%. Destacam-se os elementos estratégicos V - programa e provisão de investimentos ao longo do tempo e VI - vinculação com o plano de desenvolvimento urbano como lacunas recorrentes em todos os planos avaliados. Concluise que os objetivos do trabalho foram satisfatoriamente atingidos e sugerem-se como trabalhos futuros: o aprimoramento do método, sua aplicação a outros planos e a elaboração de outros vetores de pesos relativos com base em consultas mais ampliadas e em outras técnicas de discriminação.FACEPESince the first debates on the concept of "sustainable development", cities and transport have been present. In the 1990s, the concept of sustainable urban mobility and research on how to evaluate it and how to transform it through mobility policies and plans emerged. A literature review highlighted indicators tools aimed at assessing how sustainable mobility is in a city, but revealed little research on the transformative potential of a mobility plan. Therefore, it is academically worthwhile to develop an instrument that may avoid the elaboration of plans without potential to transform the reality of local mobility towards sustainable development. This work aims to develop an indicators tool to evaluate the potential of a mobility plan in contributing to the achievement of sustainable urban development. The examination of international cases of recognized success permitted the election of thirteen elements inducing real transformation on cities. The validation of this set of strategic elements was possible by means of contrasting with the relevant literature, the Sustainable Development Goals, the National Policy on Urban Mobility, and consultation with specialists. This query also allowed constructing vectors of relative weights for the thirteen strategic elements. Subsequently, fifty statements traduced the set of elements in order to obtain simple valuations by a Thurstone-type scaling (yes - the plan satisfies the affirmative; no - the plan does not satisfy the affirmative). The proposed method compiles the answers to the affirmatives, generating degrees of satisfaction per strategic element in a Likert scale (0 to 6). The weighted average, by the relative weights, of the results per element leads to a synthetic evaluation of the transforming potential of the plan. Finally, the procedure evaluated mobility plans of four Brazilian municipalities of different sizes, three of them belonging to metropolitan regions and three in the State of Pernambuco. The results show a variation from 34% to 84% in the transformation potential of the plans. The strategic elements "V - program and provision of investments over time" and "VI - linkage with the urban development plan" stand out as recurrent gaps in all plans evaluated. The overall conclusion is that the research achieved the proposed objectives.
