De forma mais genérica, a Política Externa deste governo ficou conhecida pelo paradigma denominado “Autonomia pela Diversificação”. Especificamente em sua face comercial, o governo se dedicou a diversificar as parcerias comerciais e as articulações que levassem a melhores condições de comércio. Para fazer esta análise, o trabalho está dividido em três grandes capítulos: Um primeiro sobre a Economia Política do Comércio Exterior Brasileiro; Um segundo sobre a Economia Política Internacional, em outras palavras, o contexto internacional em que a Política Externa foi desenvolvida; E por fim, um capítulo que analisa a Política Externa em si, sob a perspectiva da Formulação da Política Pública e dos Grupos de Interesse em relação à Política Externa. Trás como referencial teórico a Teoria da Dependência, a Teoria do Sistema Mundo, e historiografia crítica. Como metodologia, foi utilizada uma análise histórica, apresentação de dados macroeconômicos e por fim, entrevista do Embaixador Samuel Pinheiro Guimarães, Secretário-Geral do Ministério das Relações Exteriores durante o período analisado. Após a realização do trabalho, chegou-se a conclusão de que em sua dimensão comercial, apesar das críticas, houve êxito no cumprimento dos objetivos da diplomacia brasileira, ampliação do comércio com países em desenvolvimento, ampliação proporcional da vizinhança sul americana no comércio exterior do Brasil, e por fim, uma diversificação comercial da balança comercial brasileira.FACEPEThis doctoral thesis analyzes the commercial foreign policy of the period 2003 to 2010, corresponding to the two terms of President Luís Inácio Lula da Silva. More generally, the Foreign Policy of this government was known by the paradigm called "Autonomy for Diversification". Specifically, in its commercial aspect, the government was dedicated to diversifying the commercial partnerships and the articulations that lead to better conditions of trade. To do this analysis, the work is divided into three main chapters: A first on the Political Economy of Brazilian Foreign Trade; A second on International Political Economy, in other words, the international context in which Foreign Policy was developed; And finally, a chapter that analyzes the Foreign Policy itself, from the perspective of Formulation of Public Policy and Interest Groups in relation to Foreign Policy. As a theoretical reference, the Theory of Dependency, World System Theory, and critical historiography. As a methodology, historical regression, descriptive analysis of macroeconomic data was used, and lastly, an interview with Ambassador Samuel Pinheiro Guimarães, Secretary General of the Ministry of Foreign Affairs during the analyzed period.
