Esta pesquisa procurou compreender como a diplomacia do petróleo influencia as estratégias de ação nas relações sino-africanas e qual relação desta no Investimento Externo e na Ajuda Externa da China nos países do continente africano. Parte da literatura e das pesquisas empíricas concentra-se nos determinantes do investimento chinês na África sem grandes aprofundamentos ou foca-se mais detidamente no comércio chinês com a África do que de fato nos mecanismos de investimento e financiamento. Inicialmente foram apontados os aspectos gerais da relação sino-africana e o seu desenvolvimento histórico até a criação do Fórum de Cooperação China-África. O arcabouço teórico baseou-se nos modelos analíticos de Graham Allison acerca dos processos decisórios em política externa e a perspectiva de Susan Strange sobre o poder estrutural e seus subsistemas. Tomando por base dois casos bastante característicos dessas relações, Angola e Nigéria, o foco desta pesquisa foi compreender de que maneira as estruturas das diferentes causas que explicam os interesses por recursos energéticos estão relacionadas, além de adentrar nos mecanismos de funcionamento da diplomacia do petróleo. Apesar de apresentarem um comportamento diferente das principais variáveis determinantes dos interesses chineses (balança comercial favorável para Angola e negativa para a Nigéria, por exemplo), ambos países recebem do governo chinês o apoio e atuação de todos os atores envolvidos na diplomacia do petróleo e que foram identificados no trabalho (MOFCOM, China ExIm Bank, China Development Bank e empresas do setor energético e de infraestrutura). Os resultados indicam que há uma interação de benefícios e desafios dessa relação que vão desde os impactos sobre a economia desses países, a necessidade de diversificação da pauta de exportação e importação, desenvolvimento de infraestruturas, impactos ambientais, os efeitos sobre a economia local e as comunidades locais, em termos de ligações domésticas, transferência de tecnologia, criação de empregos e preocupações ambientais. Todos essas são questões fundamentais para entender os ganhos do engajamento da China na diplomacia do petróleo.FACEPEMuch has been written about Chinese engagement on the African continent in an attempt to deepen knowledge about issues related to trade, investment, security, cooperation, among others. The research sought to understand how oil diplomacy influences action strategies in Sino-African relations and how they relate to China's foreign investment and foreign aid in African countries. Most literature and empirical research focus on the determinants of Chinese investment in Africa without much deepening or more focused on Chinese trade with Africa than investment and financing mechanisms. Initially, the general aspects of the Sino-African relationship and its historical development were pointed out until the creation of the Forum on China-Africa Cooperation. The theoretical framework was based on Graham Allison's analytical models of foreign policy decision-making and Susan Strange's perspective on structural power and its subsystems. Based on two very characteristic cases of these relations, Angola and Nigeria, the focus of this research was to understand how the structures of the different causes that explain the interests for energy resources are related, as well as to go into the functioning mechanisms of oil diplomacy. Although they behave differently from the main determinants of Chinese interests (favorable trade balance for Angola and negative for Nigeria, for example), both countries receive from the Chinese government the support and action of all actors involved in oil diplomacy and that were identified in the paper (MOFCOM, China Eximbank, China Development Bank and energy and infrastructure companies). The results indicate that there is an interaction of benefits and challenges of this relationship ranging from the impacts on the economy of these countries, the need for diversification of the export and import agenda, infrastructure development, environmental impacts, the effects on the local economy and local communities in terms of domestic connections, technology transfer, job creation and environmental concerns.
