Uma das práticas aplicadas por essas instituições é a implantação de sistemas de gestão integrada, tal como ERP (do inglês, Enterprise Resource Planning). A implantação desse sistema, no entanto, é um processo complexo, devido às diversidades de tecnologias envolvidas, demandas excessivas de trabalho, processos ambíguos, variações do ambiente, pluralidade de stakeholders e, principalmente, ao impacto das mudanças nas pessoas envolvidas. Relativo a esses elementos, os gerentes e membros das equipes têm dificuldade em perceber o que pode afetar o sucesso do projeto, gerenciando fatores críticos e potenciais riscos num cenário de muitas incertezas. Diante disso, esta pesquisa pretende responder à questão central que motiva a condução desse trabalho: “Como gerir as incertezas e riscos na implantação de um sistema ERP no setor público, tendo o fator humano como o principal aspecto de atenção? ”. Pensando nesse cenário, este estudo descreve a aplicação de um framework de gerenciamento de incertezas na implantação de um sistema ERP em uma instituição pública de ensino, com o intuito de identificar, analisar e gerir as incertezas existentes no processo de implantação. Na execução do estudo de caso, os dados foram coletados por meio de questionários semiestruturados, entrevistas, análise documental e observações. Utilizando-se também das técnicas, estratégias e práticas nativas do framework, foi possível avaliar se essas colaboraram para a gestão da incerteza de forma concreta. Os resultados dessa pesquisa possibilitaram identificar incertezas outrora desconhecidas no contexto do projeto estudado e observou-se a importância de uma boa comunicação entre as partes interessadas. Nessa perspectiva, as fontes relacionadas ao fator humano precisaram de mais atenção no projeto, evidenciando que este fator foi o mais crítico durante a condução deste estudo de caso.In recent years, the federal public administration has sought to improve its governance indexes. One of the practices applied by these institutions is the implementation of integrated management systems, such as ERP (in English, Enterprise Resource Planning). The implementation of this system, however, is a complex process, due to the diversity of technologies involved, excessive work demands, ambiguous processes, variations in the environment, plurality of stakeholders and, mainly, the impact of changes on the people involved. Regarding these elements, managers and team members have difficulty in understanding what can affect the success of the project, managing critical factors and potential risks in a scenario of many uncertainties. Given this, this research intends to answer the central question that motivates the conduct of this work: "How to manage the uncertainties and risks in the implementation of an ERP system in the public sector, with the human factor as the main aspect of attention?". Thinking about this scenario, this study describes the application of an uncertainty management framework in the implementation of an ERP system in a public educational institution, in order to identify, analyze and manage the existing uncertainties in the implementation process. In carrying out the case study, data were collected through semi-structured questionnaires, interviews, document analysis and observations. Using also the framework's native techniques, strategies and practices, it was possible to assess whether these collaborated to manage uncertainty in a concrete way. The results of this research made it possible to identify uncertainties previously unknown in the context of the project and the importance of good communication between stakeholders was noted.
