MUNICIPALIZING PUBLIC CHILDHOOD EDUCATION IN TERESINA: EDUCATION, HISTORY AND MEMORY (1998-2007)

Resumo: The present research is the result of a master's thesis in education at the Federal University of Piauí, which analyzed the process of municipalization of public early childhood education in Teresina, which took place in parallel with the understanding of this stage of basic education as an educational aspect between 1998 and 1998. 2007. For this, the historical method was used, from newspaper sources, documents, oral sources, school censuses (through the Statistical Package for the Social Sciences - SPSS), correlating with the historiography of the period. It can be seen that even with the approval of the Brazilian Constitution of 1988, which guaranteed the educational right of children to day care centers and preschools, and with the Law of Directives and Bases of National Education of 1996, which placed it as part of basic education , the position of the Municipal Department of Education of Teresina (SEMEC) to institutionalize child care for its own purposes only took place in 2007, by the political decision of the then municipal secretary of education Washington Bonfim, a consequence of the emergence of the Fund for the Maintenance and Development of Basic Education and Valuing Education Professionals (FUNDEB/2006), for financial reasons, causing the municipalization process.

Para ello, se utilizó el método histórico, a partir de fuentes periodísticas, documentos, fuentes orales, censos escolares (a través del Paquete Estadístico para las Ciencias Sociales - SPSS), correlacionando con la historiografía del período. Se puede ver que aún con la aprobación de la Constitución brasileña de 1988, que garantizó el derecho educativo de los niños a las guarderías y preescolares, y con la Ley de Directrices y Bases de la Educación Nacional de 1996, que lo colocó como parte de educación básica, la posición de la Secretaría Municipal de Educación de Teresina (SEMEC) de institucionalizar el cuidado de niños para sus propios fines recién se dio en 2007, por decisión política del entonces secretario municipal de educación Washington Bonfim, consecuencia del surgimiento de el Fondo para el Mantenimiento y Desarrollo de la Educación Básica y la Valoración de los Profesionales de la Educación (FUNDEB/2006), por razones financieras, provocando el proceso de municipalización.A presente pesquisa é resultado de uma dissertação de mestrado em educação da Universidade Federal do Piauí, que analisou o processo de municipalização da educação infantil pública de Teresina, que ocorreu paralelamente ao entendimento dessa etapa da educação básica como vertente educacional entre os anos de 1998 e 2007. Para isso, utilizou-se o método histórico, a partir de fontes hemerográficas, documentais, fontes orais, censos escolares (através do Statistical Package for the Social Sciences - SPSS), correlacionando com a historiografia do período.
