Dependency in Latin American International Student Mobility: A Critical Look at Ecuador and Brazil

Resumo: This article presents reflections on the domestic sponsorship of international mobility, using a Brazilian Marxist theoretical approach to dependency. To this end, a comparison is established with Ecuador, considering tertiary education a central element of the analysis related to the absorption of students who, after their funding, decide to return to their country of origin or remain in their country of study. The approach between the two countries is relevant because both Brazil and Ecuador ended their programs to encourage international mobility, which had been established during the Latin American progressive cycle, such as the Science Without Borders programs (SwB) in Brazil and Escuelas del Milenio (ME) in Ecuador. Through semi-structured interviews, two trajectories of students who were CsF scholarship recipients mobility program are analyzed, along with the case of a student participating in the Ecuadorian Educational Units of the Millennium program. The scholars' trajectories are reinterpreted, considering the implications of returning to their home country after accessing government-sponsored international education. These experiences influenced their opportunities in the national and international labor market, affecting their decisions to return or remain abroad in a context where international experience is valued and recent graduates are made precarious. In conclusion, we highlight that a Marxist critique of dependency can be an essential theoretical analysis method to interpret labor specialization through international education, indicating that even an apparently well-intentioned political agenda can contribute to the reproduction of the students' and the country's subalternity.

Para ello, se establece una conexión con Ecuador, relacionando la educación terciaria como elemento central del análisis y la absorción de estudiantes que, una vez finalizada su financiación, deciden regresar a su país de origen o permanecer en su país de estudio. El acercamiento entre los dos países es relevante ya que tanto Brasil como Ecuador han cerrado sus programas de fomento a la movilidad internacional, que habían sido establecidos durante el ciclo progresista latinoamericano, como los programas Ciencia sin Fronteras (CsF) en Brasil y Escuelas del Milenio (UME) en Ecuador. Mediante entrevistas semiestructuradas, se analizan dos trayectorias de estudiantes becarios del programa de movilidad CsF y el caso de un estudiante participante en el programa ecuatoriano Unidades Educativas del Milenio (UME). Se reinterpretan las trayectorias de los becarios considerando las implicaciones de regresar a su país de origen después de acceder a una educación internacional auspiciada por el gobierno. Estas experiencias influyeron en sus oportunidades en el mercado laboral, tanto nacional como internacional, y afectaron sus decisiones de retornar o permanecer en el exterior, en un contexto en el que existe una valorización de la experiencia internacional y una precarización de los recién graduados. Como conclusión, destacamos que una crítica marxista de la dependencia puede ser un importante método teórico de análisis para interpretar la especialización del trabajo a través de la educación internacional, indicando que incluso una agenda política aparentemente bien intencionada puede contribuir a la reproducción de la subalternidad de los estudiantes y del país.Este artigo apresenta reflexões sobre o patrocínio doméstico da mobilidade internacional, utilizando uma abordagem teórica marxista brasileira da dependência. Com este intuito, estabelece-se uma conexão com o Equador, relacionando a educação terciária como elemento central da análise e a absorção dos estudantes que, após o término do financiamento, decidem retornar ao país de origem ou permanecer no país de estudos. A aproximação entre os dois países é relevante, pois tanto o Brasil quanto o Equador encerraram seus programas de incentivo à mobilidade internacional, que haviam sido estabelecidos durante o ciclo progressista latino-americano, como os programas Ciências Sem Fronteiras no Brasil (CsF) e Escuelas del Milenio no Equador (UME). Utilizando entrevistas semiestruturadas, são analisadas duas trajetórias de estudantes que foram bolsistas do programa de mobilidade CsF, juntamente com o caso de um estudante participante do programa equatoriano Unidades Educacionais do Milênio (UME). As trajetórias dos bolsistas são reinterpretadas considerando as implicações do retorno ao país de origem após terem acesso à educação internacional patrocinada pelo governo. Essas experiências influenciaram suas oportunidades no mercado de trabalho, tanto nacional quanto internacional, e afetaram suas decisões de retornar ou permanecer no exterior, em um contexto em que há valorização da experiência internacional e precarização dos recém-formados.
