COMPETENCIA INTERCAPITALISTA EN TECNOLOGÍA ESTRATÉGICA Y SU MILITARIZACIÓN: EL CASO DEL SISTEMA SATELITAL GALILEO

Resumo: There are three actors identified with scientific and technological development: the Nation state,multinational corporations and knowledge production centers. Their interaction and synergy in favorof the endogenous development of civil and military technology is well-established within metropolitancapitalist states. From the perspective of the synergy of what I have denominated as a “industrialnetwork”, we are able to perceive a growing militarization of the “European industrial network” asthe result of accentuated intercapitalist rivalry (principally with the United States). I present asociological evaluation of the role of main actors, as well as key implications and consequences, ingeneral terms, for the militar and defense sectors and specifically for the Galileo satelite system. Ialso analyze some of the characteristics of the competition between the European Galileo satelliteSystem, the U.S. GPS, the Russian Glonass and the Chinese Beidou systems. I go on to offer adiscussion on the role that South America – and Brazil in particular – may play in the development ofthe Galileo system.

Leurinteraction et synergie pour le développement endogène de technologie civil et militaire sont bienancrés dans les États capitalistes centraux. Il est possible d’identifier, à partir de cette perspectivede synergie que je désigne comme « réseau industriel », une croissante militarisation du « réseauindustriel européen » comme le résultat d’une profonde rivalité intercapitaliste (surtout à l’égard des États-Unis). Une évaluation sociologique du rôle des principaux acteurs, ainsi que desconséquences importantes sont présentés de manière générale, pour le cas du secteur militaire et dela défense et, particulièrement, pour le système du satellite Galileo. On examine certainescaractérisques de la compétence entre les systèmes du satellite Galileo (Europe), le GPS (États-Unis), le Glonass (Russie) et le Beidou (Chine). De toute façon, nous proposons une discussion surle rôle à jouer par l’Amérique du Sud, surtout le Brésil, dans le processus de développement deGalileo.São três os atores que se identificam no desenvolvimento científico-tecnológico: o Estado-nação; ascorporações multinacionais e os núcleos de produção do conhecimento. Sua interação e sua sinergia parao desenvolvimento endógeno de tecnologia civil e militar é algo bem estabelecido nos estados capitalistasmetropolitanos. A partir dessa perspectiva de sinergia, que chamo de “rede industrial”, percebe-se umacrescente militarização da “rede industrial européia” como resultado de um acentuada rivalidadeintercapitalista (sobretudo com os Estados Unidos). Uma avaliação sociológica do papel dos principaisatores, assim como das implicações e das conseqüências-chave, é apresentada neste artigo. Em termosgerais, para o caso do setor militar e de defesa e, especificamente, para o sistema de satélites Galileu.Analisam-se alguns traços da competência entre os sistemas de satélites Galileu (da Europa), GPS (dosEstados Unidos), Glonass (da Rússia) e Beidou (da China).
