SECURITY AND THE USE OF FORCE WITHIN THE CONTEXT OF POST-COLD WAR NATO

Resumo: The redefinition of relations of force within the international system that has resulted from theexhaustion of bi-polar arrangements brings significant implications for the Atlantic Alliance. Basedon a model of collective defense prioritizing geo-strategic variables, the Alliance was not able to dealwith security imperatives within the new systemic configuration. In 1991, when this incompatibilitywas recognized, members of the Alliance moved to redefine their strategic plan and to identify thepossible political, economic and social instabilities emerging primarily within Eastern Europe as thegreatest threat. In 1999, through the practices of intervention and greater U.S. committment that hadbegun in the middle of that decade, NATO went on to hone its new criteria by harmonizing use offorce and detection of threats to security within its normative precepts.

Pautada por um modelo de defesa coletiva queprivilegiava as variáveis geoestratégicas, a Aliança não dava conta dos imperativos de segurança da novaconfiguração sistêmica. Ao assimilar essa incompatibilidade, os membros da Aliança redefiniram seu planoestratégico em 1991 e atribuíram às possíveis instabilidades econômicas, políticas e sociais provenientes,em especial, dos países do Leste Europeu, seu principal foco de ameaça. Em 1999, por meio da prática daintervenção e do maior comprometimento norte-americano a partir de meados da década, a OTAN lapidaseus critérios ao harmonizar o uso da força e a leitura das ameaças de segurança em seus preceitos normativos.La redéfinition des relations de force dans le système international, dérivée de l’épuisement del’aménagement bipolaire, a eu des retombées importantes pour l’Alliance Atlantique. Orientée parun modèle de défense collective qui privilégiait les coordonnées géostratégiques, l’Alliance n’étaitpas capable de répondre aux exigences de sécuritié de la nouvelle configuration systémique. Lorsquecette incompatibilité a été saisie, les membres de l’Alliance ont redéfini leur plan stratégique en1991 et ont attribué aux éventuelles instabilités économiques, politiques et sociales originaires surtoutdes pays de l’Est européen leur centre de menace.
