Health and state: when hygiene becomes a public issue

Resumo: | The objective of this paper is to analyze the formation of the first concepts on Hygiene as a form of health planning by the public sector and the use of this conception as a social structuring instrument. The search by human societies for solutions to their sanitary problems makes us reflect on the successful match which explains the decision for health to have become not only public but also a state issue. This reflection is permeated by ideas and interests where the concern with Hygiene is highlighted as well as its transformation in a set of private and collective norms, objectifying disease control and the improvement of life in society.Along history, the ultimate health problems that human beings faced had been related to the nature of community life. The relative emphasis on each problem of life in society (pure water and food supply, helplessness relief, improvement of the physical environment, among others) varied along the time and its interrelationship originated Public Health. Sanitation and shelter; cleanliness and religiousness; illness and community are evidences of collective concern in the oldest civilizations. During long periods of History, beliefs and religious practice meant cleanliness and religiousness. People kept themselves clean to look pure to gods eyes, and not for hygienic reasons, such as the current conception. At each historical time, it is possible to relate the concept of hygiene to the cultural and philosophical context, which we intend to look over in the present work, correlating contexts to the use of the hygiene while civilization trend and social practice. |

La búsqueda por las sociedades humanas de soluciones para las dificultades sanitarias que las asolaban nos hace reflexionar acerca de la combinación bien sucedida que explica la decisión que ha transformado la salud, no sólo pública, sino estatal y nacional. Esta reflexión es embasada por ideas y intereses donde se encuentra marcada la preocupación con la Higiene y su transformación en un conjunto de normas particulares y colectivas, objetivando el control de las enfermedades y la mejoría de la vida en sociedad. Al largo de la historia, las grandes dificultades de salud enfrentadas por seres humanos están relacionadas a la naturaleza de la vida comunitaria. El énfasis relativo sobre cada dificultad de la vida en sociedad, es decir, provisión de agua y alimentos puros, alivio del desamparo, mejoría del ambiente físico, entre otros, se ha variado en el tiempo y, de su interrelación, se ha originado la Salud Pública. Saneamiento y habitación; limpieza y religiosidad; enfermedad y comunidad son evidencias encontradas como preocupación colectiva, en las más antiguas civilizaciones. En el paso de largos periodos de la Historia, creencias y prácticas religiosas han caminado juntas con limpieza y religiosidad. Las personas se han mantenido limpias para se presentaren puras a los ojos de sus dioses y no por razones higiénicas, tal cual la concepción moderna de ese concepto. De acuerdo con la época histórica, es posible relacionar el concepto de higiene al contexto cultural y filosófico presente, situación que se pretende profundizar en esta pesquisa, correlacionándose contextos con la utilización de la higiene como camino de civilización y práctica social.Oobjetivo deste trabalho é analisar a formação dos primeiros conceitos sobre a Higiene como forma de planejamento em saúde pelo setor público e a utilização desta concepção como instrumento de estruturação da sociedade. A procura pelas sociedades humanas de soluções para os problemas sanitários que as assolavam nos faz refletir sobre a combinação bem-sucedida que explica a decisão que tornou a saúde não somente pública, mas estatal e nacional. Esta reflexão é permeada por idéias e interesses onde encontramos marcadamente a preocupação com a Higiene e sua transformação em um conjunto de normas particulares e coletivas, objetivando o controle das doenças e a melhoria da vida em sociedade. Ao longo da história, os maiores problemas de saúde que os seres humanos enfrentaram estiveram relacionados com a natureza da vida comunitária.Aênfase relativa sobre cada problema da vida em sociedade (provisão de água e comidas puras, alívio do desamparo, melhoria do ambiente físico, entre outros) variou no tempo e de sua inter-relação se originou a Saúde Pública. Saneamento e habitação; limpeza e religiosidade; doença e comunidade são evidências encontradas, como preocupação coletiva, nas mais antigas civilizações. No decorrer de longos períodos da História, crenças e práticas religiosas avizinhavam limpeza e religiosidade. As pessoas se mantinham limpas para se apresentarem puras aos olhos dos deuses, e não por razões higiênicas, tal qual a concepção moderna desse conceito.
