Brazilian scientific and technological policies: three theoretical approaches, three political agendas

Resumo: The analytical and conceptual matrix that marked scientific andtechnological policies after World War II is associated with a linear perspectiveon the relations between science, technology and development. This view is stillpopular among policy makers. There are, however, three approaches that criticizethis particular view: the Evolutionary approach, the Latin American Thought inScience, Technology and Society (PLACTS), and what we call the AlternativeView. In this paper, we argue that Latin American science and technology policy can be better understood by modelling these three distinct approaches, and thatit is possible to make an association between them and some specific interests,which are linked to different political projects.

Todavía hoy este concepto guarda su fuerza dentro de la esfera de la política científica y tecnológica. Existen, sin embargo, tres enfoques que se proponen a criticar esta visión: el enfoque evolucionário, el Pensamiento Latinoamericano en Ciencia, Tecnología y Sociedad (PLACTS) y el enfoque que aquí llamamos de visión alternativa. El trabajo si propone a analizar brevemente cada uno de estos enfoques estilizados, y a establecer algunas conexiones entre estas distintas visiones de la relación ciencia-tecnología-desarrollo y proyectos políticos igualmente distintos.A matriz analítico-conceitual que marcou a política científica etecnológica após a 2a Guerra Mundial está associada à concepção linear darelação entre ciência, tecnologia e desenvolvimento. Ainda hoje, essa concepçãomantém sua força dentro da esfera da política científica e tecnológica.Existem, contudo, três enfoques que se propõem a questionar essa visão: oenfoque evolucionário (comumente tido como o único enfoque crítico), o pensamentolatino-americano em ciência, tecnologia e sociedade (PLACTS) e oque aqui chamamos de visão alternativa.
